According to Mix\u2019s office, the bill proposes to revoke the relevant licences issued by the US Treasury Department and to prohibit the issuance of new ones.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>Mix has tabled a bill to ban transactions involving Russian diesel.<\/li>\n<li>The document was backed by 17 named co-authors, including the Republican Don Bacon.<\/li>\n<li>OFAC has authorised certain transactions involving Russian diesel under Licence No. 135.<\/li>\n<li>The licence is valid until 7 April 2027, unless it is amended by a separate decision.<\/li>\n<\/ul>\n<\/div>\n<h2>What does Mix\u2019s initiative involve?<\/h2>\n<p>According to the office <strong>Mixa<\/strong>, the draft bill proposes to prohibit the US Agency for International Development from investing in Russia\u2019s energy sector. It also provides for the revocation of certain OFAC general licences for transactions involving Russian energy resources, a ban on new such licences, and a requirement to impose sanctions against the Russian Federation\u2019s energy sector.<\/p>\n<p>The press release names 17 co-sponsors of the initiative; together with Mix, 18 lawmakers are involved in tabling it. Among the co-sponsors is a Republican <strong>Don Bacon<\/strong>, which gives the document a bipartisan character.<\/p>\n<h2>Which OFAC licence are they seeking to revoke?<\/h2>\n<p>On 9 October, OFAC issued <a href=\"https:\/\/ukrmedia.news\/en\/politics\/licenziya-ssha-rosiyskyi-dyzel\/\">General Licence No. 135<\/a>. It permits certain transactions relating to the sale, delivery, unloading and import of diesel fuel of Russian origin, in particular to the US.<\/p>\n<p>The licence is valid until 7 April 2027. However, it does not permit the withdrawal of funds from the accounts of the Central Bank of the Russian Federation, the National Welfare Fund and the Russian Ministry of Finance held with US financial institutions.<\/p>\n<p>The OFAC document has created a legal framework for such transactions, but does not contain any information regarding purchases, deliveries or imports of specific consignments of diesel that have already taken place.<\/p>\n<h2>The critics\u2019 position and the current legal status<\/h2>\n<p>Mix stated that authorising trade in Russian diesel would not reduce costs for American consumers, but could instead increase Russia\u2019s revenue, enabling it to continue the war against Ukraine. This is the congressman\u2019s assessment. Earlier, bipartisan groups of senators had also joined in criticising the decision.<\/p>\n<p>Mix\u2019s bill has so far only been tabled in the House of Representatives. To come into force, it must pass through the House of Representatives and the Senate and be signed by the President or passed despite a presidential veto.
