According to The Wall Street Journal, the meeting could take place as early as November 2026 in China, with the proposed format not including the participation of Ukrainian President Volodymyr Zelenskyy. Kremlin spokesperson Dmitry Peskov confirmed that a possible summit was being discussed, but stressed that no final decision or agreed agenda had yet been reached. A former Russian intelligence officer familiar with the content of the talks told the publication this.<\/p>\n<p>Moscow is proposing to organise <a href=\"https:\/\/ukrmedia.news\/en\/politics\/us-ukraine-russia-energy-truce-talks\/\">negotiations<\/a> at the highest level, involving three countries \u2014 Russia, the US and China. The main topic is likely to be the search for agreements to end the Russian-Ukrainian war. The Kremlin hopes to capitalise on the thaw in relations between Washington and Moscow to push for its own terms for a future settlement.<\/p>\n<p>Potential <strong>The summit may take place on 18\u201319 November in the Chinese city of Shenzhen<\/strong>, where a meeting of the leaders of the Asia-Pacific Economic Cooperation (APEC) is scheduled to take place.<\/p>\n<p>However, this is currently only a proposal. Neither side has announced that the tripartite talks have been finalised.<\/p>\n<h2>Peskov confirmed that a summit between Russia, the US and China had been discussed<\/h2>\n<p>Spokesperson for the Russian President <strong>Dmitry Peskov<\/strong> confirmed to journalists that the possibility of holding a meeting is indeed being discussed. At the same time, the Kremlin spokesperson emphasised that no specific decision has been taken regarding the organisation of the talks. The parties have not yet determined either the final format or the agenda.<\/p>\n<p>According to Peskov, all three countries recognise the hypothetical possibility of holding the summit, but this does not mean that an agreement has already been reached.<\/p>\n<p>A senior US official also told the WSJ that Trump has not yet agreed to take part in the proposed meeting. The White House is exploring diplomatic options for <a href=\"https:\/\/ukrmedia.news\/en\/analitika\/koly-zakinchytsya-viyna-v-ukraini-prognoz-2027\/\">end of war<\/a>, although there has been no official confirmation that the US President will attend the November summit.<\/p>\n<h2>There are no plans to invite Zelenskyy to the talks<\/h2>\n<p>One of the most controversial aspects of the initiative is the absence of Ukraine from the list of proposed negotiating parties.<\/p>\n<p>According to the WSJ, Putin is keen to discuss a possible end to the war without direct involvement <strong>Vladimir Zelensky<\/strong>. The proposed trilateral format does not, either, provide for the involvement of European leaders.<\/p>\n<p>Journalists point out that such a summit could cause serious concern amongst Ukraine\u2019s European allies, as it would involve discussing the country\u2019s future without its representatives being present.<\/p>\n<p>According to a former Russian intelligence officer quoted by the publication, Putin views a possible meeting as an opportunity to revive the format of negotiations between major powers regarding spheres of influence. The WSJ\u2019s source compared these ambitions to the 1945 Yalta Conference.<\/p>\n<h2>China may support the idea, but is setting a condition<\/h2>\n<p>Moscow has already conveyed the proposal to Beijing through diplomatic channels. The Chinese side has made it clear that it will not object to a trilateral meeting if Donald Trump agrees to it.<\/p>\n<p>Beijing fears that talks on Ukraine could overshadow the main agenda of the APEC summit. Furthermore, China\u2019s more active involvement in resolving the war could complicate its relations with European countries.<\/p>\n<p>There has been no official statement from the Chinese leadership regarding its willingness to hold a trilateral meeting at this stage.<\/p>\n<h2>Rubio commented on possible negotiations<\/h2>\n<p>US Secretary of State <strong>Marco Rubio<\/strong> On 19 October, during a visit to Uzbekistan, he also commented on reports of a possible summit. He confirmed that discussions about the meeting had taken place, but was unable to say whether it had been agreed.<\/p>\n<p>According to Rubio, Donald Trump is keen to bring the Russian-Ukrainian war to an end, as its continuation poses the risk of further escalation and the spread of the conflict beyond Ukraine\u2019s borders. The Secretary of State emphasised that Russia and Ukraine must focus on finding ways to bring the fighting to an end.<\/p>\n<h2>Putin\u2019s proposal came against the backdrop of changes in US policy towards Russia<\/h2>\n<p>Reports of a possible summit emerged following a series of decisions by Washington that had caused concern in Kyiv. In particular, the Trump administration announced that <a href=\"https:\/\/ukrmedia.news\/en\/world\/dyplomat-yes-ugodu-ssha-rf-dyzel\/\">an agreement on the purchase of Russian diesel fuel<\/a> and the easing of certain sanctions against Moscow.<\/p>\n<p>The President of Ukraine, Volodymyr Zelenskyy, criticised these moves, warning that economic concessions to Russia could strengthen the Kremlin\u2019s position and contribute to the continuation of the war.<\/p>\n<p>Against this backdrop, the format of negotiations proposed by Putin \u2013 which excludes representatives from Ukraine \u2013 raises the question of how exactly Ukrainian interests will be taken into account.<\/p>\n<p>As of 19 October, no trilateral agreements on ending the war have been announced. It is also unclear whether a meeting will take place in November and which issues may be put forward for
