She believes that exemptions should be reserved primarily for workers in the defence and industrial sectors, critical infrastructure and a limited circle of senior officials. In addition, the MP proposed creating a \u00abReserve+\u00bb scheme for women and considering their mobilisation primarily for rear-line roles, so as to free up men for combat duties. Bezuhla made her position public on 19 October 2026.<\/p>\n<div class=\"news-summary-box\"><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>Mar\u2019yana Bezuhla proposed reducing exemptions from mobilisation as much as possible.<\/li>\n<li>The MP is calling for the lifting of martial law restrictions on medical staff, universities and research institutions.<\/li>\n<li>Bezugla proposes mobilising women for rear-line posts and setting up a \u00abReserve+\u00bb scheme for them.<\/li>\n<\/ul>\n<\/div>\n<h2>Bezugla proposed a significant reduction in the number of reserved places<\/h2>\n<p>In her post, the Member of Parliament stated that the current booking system needs to be reviewed in line with the principle of equal participation by citizens in the defence of the state.<\/p>\n<p>In the opinion of <strong>Bezugloi<\/strong>, only certain categories of employees are to retain the right to book:<\/p>\n<ul>\n<li>\n<div>\n<div>\n<p>Enterprises in the defence-industrial complex \u2014 following an audit of their actual operations.<\/p>\n<\/div>\n<\/div>\n<\/li>\n<li>\n<div>\n<div>\n<p>Most critical infrastructure facilities are designed to ensure the uninterrupted operation of vital state systems.<\/p>\n<\/div>\n<\/div>\n<\/li>\n<li>\n<div>\n<div>\n<p>A limited group of senior officials \u2014 ministers, their deputies, regional leaders and members of parliament.<\/p>\n<\/div>\n<\/div>\n<\/li>\n<\/ul>\n<p>At the same time, the MP is opposed to the mass recruitment of police officers, prosecutors and civil servants. She believes that some posts within law enforcement agencies could be filled by veterans, and that the civil service needs to be downsized.<\/p>\n<p>Bezugla also questioned the fairness of a system under which members of certain professions are required to do military service, whilst others are exempt from conscription.<\/p>\n<h2>It is proposed that medical staff, lecturers and academics should no longer be eligible for priority booking<\/h2>\n<p>The MP paid particular attention to staff at healthcare facilities, universities and research institutions.<\/p>\n<p>Bezugla proposed a review <a href=\"https:\/\/ukrmedia.news\/en\/suspilstvo\/novi-pravyla-broniuvannia-2026-kvoty-85-60\/\">booking<\/a> in these areas, raising the question of why some medical professionals are already serving in the armed forces, whilst others continue to work in the civilian healthcare system. She emphasised the need for an audit of the military medical service, in particular an examination of the posts held by mobilised medical staff and the effective use of their qualifications.<\/p>\n<p>The MP made similar complaints regarding research institutions. She questioned the justification for reserving a proportion of the staff at institutes belonging to the National Academy of Sciences of Ukraine.<\/p>\n<p>At the same time, bookings and <a href=\"https:\/\/ukrmedia.news\/en\/vazhlyvo-znaty\/vidstrochka-studentam-z-1-veresnia-2026\/\">deferral<\/a> \u2014 are not the same thing. Some academic, academic-teaching and teaching staff have a separate, statutory right to deferment under specified conditions. The cancellation of a particular institution\u2019s quota does not, in itself, cancel such a personal deferment.<\/p>\n<h2>Bezugla proposes mobilising women for rear-line roles<\/h2>\n<p>Another initiative put forward by the MP concerns the recruitment of women into military service. Bezuhla proposed establishing a separate military registration mechanism via \u00abReserve+\u00bb, which would enable the state to obtain information on the professions and qualifications of female citizens.<\/p>\n<p>In her view, women could hold non-combat roles in the army, particularly in logistics, administration and other support functions. According to the MP\u2019s proposal, this would allow some of the men in non-combat units to be redeployed to combat roles.<\/p>\n<p>Bezugla also raised the possibility of a wider mobilisation of women, but acknowledged that Ukrainian society is not yet ready for such a decision.<\/p>\n<p>At present, her proposal does not alter the current legislation. In Ukraine, women are not subject to compulsory conscription during mobilisation. Even the compulsory military registration of women with medical and pharmaceutical qualifications does not imply compulsory mobilisation.<\/p>\n<h2>A Member of Parliament has proposed a rotation system for MPs<\/h2>\n<p>Bezugla also called for Members of Parliament to be involved in temporary assignments within military units or in frontline regions. In her view, MPs could undertake short-term rotations, for example lasting one month, in order to gain a better understanding of the real needs of the military and the civilian population.<\/p>\n<p>Among the possible avenues, she mentioned military service, working in the fire service and providing assistance to communities near the front line. The MP did not outline a specific mechanism for implementing such an initiative.<\/p>\n<h2>Corruption risks in the booking system<\/h2>\n<p>In justifying the need for changes, Bezuhla highlighted potential abuses in the process of registering employees for leave. According to her, some companies are using the \u2018critical\u2019 status not to ensure production, but to secure leave extensions for their employees. The MP also stated that the number of Ukrainians on the reserve list has already exceeded one million.<\/p>\n<p>Bezugla called for an audit of the booking system, particularly for companies in the
