The investigation estimates the losses at 254 million hryvnias. The case files have been made available to five suspects, the SAPO reported on 20 October.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>The Specialised Anti-Corruption Prosecutor\u2019s Office (SAPO) and the National Anti-Corruption Bureau of Ukraine (NABU) have completed their pre-trial investigation into the procurement of drones.<\/li>\n<li>Investigators estimate the losses incurred at 254 million hryvnias.<\/li>\n<li>There are five suspects in the case, including two officials from the State Special Communications Service.<\/li>\n<li>Investigators allege that competition was simulated during the tendering process.<\/li>\n<li>Funds held by the companies in Ukraine and in overseas accounts have been frozen.<\/li>\n<\/ul>\n<\/div>\n<h2>The investigation described a scheme involving pre-selected suppliers<\/h2>\n<p>Following the amendments to <a href=\"https:\/\/ukrmedia.news\/en\/politics\/poroshenko-krytyka-zmin-bjudzhetu-2026\/\">state budget<\/a> In 2023, the State Special Communications Service allocated 30 billion hryvnias for the procurement of <a href=\"https:\/\/ukrmedia.news\/en\/main-news\/vyrobnytstvo-droniv-ukraina-20-mln\/\">drones<\/a>. According to the Specialised Anti-Corruption Prosecutor\u2019s Office (SAPO), the head of one of the service\u2019s departments planned to embezzle part of this money by having drones supplied by pre-selected companies at inflated prices.<\/p>\n<p>According to the public prosecutor\u2019s office, in order to ensure these companies\u2019 success, firms under their control were brought in to take part in the tenders and simulate competition. <a href=\"https:\/\/ukrmedia.news\/en\/politics\/pidzora-semenu-kryvonosu-ogp\/\">NABU<\/a> It was also reported that the investigation is looking into possible manipulation of market research to justify prices.<\/p>\n<h2>Case files have been opened against five suspects<\/h2>\n<p>According to the SAP, between May and September 2023, the State Special Communications Service purchased 400 DJI Mavic 3s and 1,300 Autel Evo Max 4Ts. Investigators believe that the prices paid for these drones were 70\u201390 per cent above market value. In September of the same year, according to the prosecution, officials entered into additional contracts for 500 DJI Mavic 3T, 2,000 DJI Mavic 3 Pro and 900 DJI Matrice M30T. In this instance, investigators estimate that the prices exceeded market value by 60\u201390%. In total, the case involves five models and 5,100 drones, the NABU reported.<\/p>\n<p>The suspects include two officials from the State Special Communications Service, two representatives of private companies and a person who effectively controlled these companies. According to the Specialised Anti-Corruption Prosecutor\u2019s Office (SAPO), as part of the proceedings, over $4 million has been seized from the companies\u2019 overseas accounts and 17 million hryvnias in Ukraine.
