According to a statement by NEC Ukrenergo dated 20 October, restrictions for households and industrial consumers are scheduled from 06:00 to 23:59. Depending on the situation in the power system, one or two rounds of power cuts will be implemented simultaneously. This is due to the consequences of massive Russian attacks on energy infrastructure. A specific schedule has already been published for the Kyiv region: for the various sub-phases, the total duration of the power cuts will range from four to seven and a half hours.

Ukrenergo has announced how power cuts will be implemented on 21 October

On the evening of 20 October, the national energy company «Ukrenergo» published a forecast of electricity consumption restrictions for the following day.

According to the power system operator, load-shedding will be in place in some parts of Ukraine for most of the day.

Hourly power cuts are planned for domestic consumers, whilst industrial enterprises will face power restrictions.

Consumer category

Duration of the restrictions

The general public and other consumers

06:00–23:59

Industrial enterprises

06:00–23:59

The extent of rolling blackouts

From 1 to 2 stages

Ukrenergo explained that the need for restrictions is due to damage to power infrastructure following Russian missile and drone attacks.

However, the specified time slot from 06:00 to 23:59 does not mean that every household will be without electricity for the entire duration. This is the overall period during which the energy suppliers may impose restrictions.

The exact duration of the power cut depends on the region, the order in which areas are affected, and the operational decisions taken by the local electricity network operator.

Schedule of power cuts in the Kyiv region on 21 October

For the Kyiv region, the company «DTEK Kyiv Regional Power Grids» has already published the hourly schedule for 21 October.

According to the schedule published on the evening of 20 October, power cuts are planned for all 12 sub-zones. The longest total duration of the power cut will be 7.5 hours for sub-circuit 5.2. For sub-circuits 1.1 and 1.2, four hours without electricity are planned.

Schedule as at 20 October, 19:22. Residents of the capital should check the specific timetables for their address.

It is also worth bearing in mind that, during emergency power cuts, the actual duration of the power cut may differ from that previously announced.

Power cuts in Kyiv on 21 October

The electricity supply situation in the capital has worsened following yet another Russian attack on 20 October.

On Tuesday evening, DTEK reported damage to a power facility and partial power cuts in the Shevchenkivskyi, Sviatoshynskyi, Solomianskyi and Pecherskyi districts.

Power company staff have begun emergency repair work and are switching customers to backup power supplies.

The company notes that during emergency power cuts, the usual hourly schedules may not apply. Once the situation has stabilised, the electricity supply will return to its normal schedule.

To check the schedule for 21 October, residents of Kyiv are advised to use the official website of «DTEK Kyiv Power Grids», the company’s chatbots or the «Kyiv Digital» app.

Where can I check the power cut schedules for other regions?

Ukrenergo has not published a single hourly schedule for all towns and cities in Ukraine. The company determines the necessary level of restrictions, whilst local electricity network operators allocate them across different priority groups and publish schedules for specific addresses. Residents of Dnipro, Odesa, Kharkiv, Lviv, Chernihiv, Poltava and other cities should therefore check the information directly with their local electricity distribution company.

To do this, you usually need to select a town or village, a street name and a house number. The service will show the customer’s place in the queue and the scheduled power cut times, if such a schedule has been published.

It is worth bearing in mind that houses on the same street may be in different queues. Therefore, the schedule for a neighbouring house does not always match yours.

Why do the graphs change throughout the day?

Ukrenergo has warned that the situation in the power system remains difficult due to the consequences of Russian strikes on power stations, substations and other energy infrastructure.

Time-of-use tariffs enable the load to be distributed amongst consumers and help maintain the stability of the networks.

However, in the event of further damage, breakdowns or changes to the available capacity, the extent of the power cuts may be revised. Localised faults not linked to the hourly schedules are also possible. If the power goes out outside the specified hours, this may be due to damage to the distribution network.

Energy companies recommend regularly checking for updates on operators’ official websites, particularly following reports of new attacks.

How to prepare for the power cuts on 21 October

Before the planned restrictions come into force, it is advisable to charge your mobile phones, power banks and other essential devices. It is also advisable to make arrangements for emergency lighting in advance and to check that mobile internet is available.

During a power cut, it is advisable to unplug high-power appliances from the sockets, and once the power supply has been restored, do not switch on all energy-intensive appliances at the same time. This will help to reduce the load on the grid and the risk of further faults.

Ukrenergo is urging Ukrainians to use electricity sparingly, particularly during peak consumption hours.

The schedules for 21 October are still provisional. Please check with your local electricity network operator for the final times of power cuts at your specific address.
