The President of Ukraine joined the discussions <strong>Volodymyr Zelenskyy<\/strong>, the Prime Minister of Norway <strong>Jonas Gar Stere<\/strong>, President of Finland <strong>Alexander Stubb<\/strong> and representatives of European countries.<\/p>\n<p>US Secretary of State <strong>Marco Rubio<\/strong> welcomed the outcome of the talks in Oslo. However, no agreements have yet been reached regarding such a summit.<\/p>\n<h2>The US raised the issue of Ukraine\u2019s strikes on Russian oil refineries<\/h2>\n<p>One of the topics discussed during the preliminary talks was m<strong>the possibility of a mutual cessation of attacks on energy infrastructure<\/strong>.<\/p>\n<p>According to Axios, citing a source familiar with the progress of the negotiations, <strong>Jared Kushner<\/strong>, who joined the meeting in Oslo remotely, has once again breached the requirement <strong>Donald Trump<\/strong> regarding the cessation of Ukrainian attacks on <a href=\"https:\/\/ukrmedia.news\/en\/politics\/zelenskyy-enerhetychne-peremyria-vidpovid-rosiyi\/\">Russian oil refineries<\/a>.<\/p>\n<p>The President of Ukraine, Volodymyr Zelenskyy, has stated that he is prepared to consider halting such strikes, provided that Russia takes appropriate steps. This issue is of particular significance against the backdrop of regular Russian attacks on Ukrainian power stations, substations and other critical infrastructure.<\/p>\n<h2>The Kremlin has stated that it is ready for talks, but Russia rejects any concessions<\/h2>\n<p>On the eve of Witkoff\u2019s arrival, a Kremlin spokesperson <strong>Dmitry Peskov<\/strong> confirmed Moscow\u2019s interest in holding talks with the US representative. The Kremlin also intends to discuss other issues relating to bilateral relations.<\/p>\n<p>At the same time, the Russian Foreign Minister <strong>Sergey Lavrov<\/strong> stated that Moscow was prepared to listen to American proposals, but had no plans to make political concessions.<\/p>\n<p>Consequently, despite the resumption of active diplomatic contacts, the parties\u2019 publicly stated positions on the conditions for ending the war remain at odds.<\/p>\n<h2>Vitkoff may discuss the release of the detained American<\/h2>\n<p>In addition to the Russian-Ukrainian war, the issue of the release of a US citizen may be raised during talks between the American and Russian sides <strong>Stephen Hubbard<\/strong>. He has been held in Russian custody since his arrest in 2022. The US authorities consider his detention to be unlawful.<\/p>\n<p>On 20 October, Donald Trump stated that he had personally raised the issue of Hubbard during a conversation with Putin. The US President suggested that there might be news on this matter in the near future, but did not provide any details.<\/p>\n<h2>When will the results of Witkof\u2019s talks with Putin be announced?<\/h2>\n<p>According to reports this morning, 21 October, it has been confirmed that the US Special Representative has arrived in St Petersburg and that preparations are under way for his meeting with the Russian leadership.<\/p>\n<p>At the time of writing, there are as yet no official results from the talks with Vladimir Putin.
