This was announced on 21 October by Yuri Ushakov, an aide to the Russian President, following a meeting between Vladimir Putin and US Special Envoy Steve Witkoff in St Petersburg. According to the Kremlin representative, Moscow has revised its position on resuming the diplomatic process following new signals from the American side. Having analysed the latest diplomatic signals from Washington, the Russian side has identified a tentative timeframe when it is prepared to return to the negotiating table.<\/p>\n<p>At the same time, a Kremlin spokesperson once again accused Ukraine of having previously derailed the negotiation process. This relates to Russian allegations concerning Ukrainian attacks during the elections to the Russian State Duma. Kyiv has not confirmed these allegations as the reason for the suspension of diplomatic contacts.<\/p>\n<h2>What did Putin and Witkoff discuss on 21 October?<\/h2>\n<p>Meeting between the Russian President and Donald Trump\u2019s Special Representative <strong>Steve Witkoff<\/strong> took place on 21 October at the Konstantinovsky Palace in St Petersburg.<\/p>\n<p>The talks lasted around three hours. Also taking part on the Russian side were Yuri Ushakov and the head of the Russian Direct Investment Fund <strong>Kirill Dmitriev<\/strong>.<\/p>\n<p>The main topic was the possible resumption of talks on ending the war in Ukraine.<\/p>\n<p>Vitkoff proposed considering the resumption of trilateral meetings, which, at the initial stage, could take place at the level of technical negotiating teams.<\/p>\n<p>The American representative also brought documents setting out new proposals for a potential peace agreement. These contain ideas that Washington had previously discussed with the Ukrainian side and its European partners.<\/p>\n<p>However, no publicly agreed decision on resuming talks was announced following the meeting.<\/p>\n<h2>What is Ukraine\u2019s position on the trilateral meeting?<\/h2>\n<p>President of Ukraine <strong>Volodymyr Zelenskyy<\/strong> On 21 October, he stated that he supported negotiations involving Ukraine, the US and Russia.<\/p>\n<p>In an interview with Fox News, he emphasised the need to bring the fighting to an end and move towards a diplomatic process, which must include effective security guarantees for Ukraine. Zelenskyy also noted that the participation of European states in future negotiations would be desirable.<\/p>\n<p>The day before, the Ukrainian president held talks with Steve Witkoff in Oslo. During the meeting, they discussed possible conditions for ending the war, security guarantees and Ukraine\u2019s post-war reconstruction.<\/p>\n<h2>Does Ushakov\u2019s statement signal that a peace agreement is on the horizon?<\/h2>\n<p>Moscow\u2019s willingness to discuss <a href=\"https:\/\/ukrmedia.news\/en\/politics\/vitkoff-peregovory-norvehiya-ukrayina\/\">resumption of negotiations<\/a> This does not yet mean that a ceasefire has been agreed or that the war has ended.<\/p>\n<p>Significant differences remain between Ukraine and Russia regarding territorial issues, security guarantees and Ukraine\u2019s future status.<\/p>\n<p>Kyiv insists on preserving its sovereignty and securing reliable international guarantees, whilst Russia continues to make territorial and political demands.<\/p>\n<p>The previous trilateral talks took place in early 2026, with the US acting as mediator.
