According to Cloudflare’s CEO, Matthew Prince, following the public disclosure of the information, the company recorded millions of attempts to exploit these vulnerabilities.

Briefly about the main points

PHP has released patches for two critical vulnerabilities with a CVSS score of 9.2.

Cloudflare reported millions of attempted attacks, rather than confirmed breaches.

The problem lies in the PHP on the server, so simply updating the CMS is not enough.

Supported releases are available for PHP branches 8.2–8.5.

Two defects with a score of 9.2 points

The PHP Security Team reported CVE-2026-109618 and CVE-2026-109619 on 21 October. Both vulnerabilities have been assigned a score of 9.2 out of 10 under the CVSS v4.0 system and, under certain conditions, could allow an attacker to execute code on the server without prior authentication.

The technical causes of the defects vary. CVE-2026-109618 is related to an internal state corruption during the handling of a memory shortage, whilst CVE-2026-109619 is related to the retention of an outdated internal state after a request has completed. The risk to a specific resource depends on the PHP version, server configuration and whether patches have been installed.

According to W3Techs, PHP is used by 69.3% of websites for which the service was able to identify the server-side programming language. This figure does not represent a proportion of all websites on the internet and does not indicate the number of potentially vulnerable sites.

How the attackers’ activity has increased

According to Matthew Prince, even before the official disclosure, Cloudflare had detected thousands of suspicious requests. Following the publication of the technical details, the number of attempts to exploit the vulnerabilities reached tens of thousands within the first 45 minutes, hundreds of thousands within two hours, and subsequently millions.

These figures relate to attempted exploits detected by Cloudflare’s infrastructure, rather than the number of servers that were successfully compromised. At the time of publication, the reports reviewed did not contain any evidence of a confirmed large-scale data breach directly linked to these two CVEs.

Cloudflare stated that, approximately nine hours before the public disclosure, it had activated WAF protection for customers using its web application firewall. Such rules can reduce the risk, but are no substitute for updating PHP.

Precautionary restrictions on services and the role of AI

In Japan, certain online services operated by the Mitsubishi UFJ Financial Group, the brokerage firm Nomura, the airline ANA and the railway operator East Japan Railway were temporarily restricted. These were precautionary measures whilst the systems were being checked and updated, and did not indicate that these services had been compromised.

ENISA, the European Commission, CERT-EU, Europol EC3 and the CSIRT network have urged organisations to check their systems without delay and apply the patches. If an immediate update is not possible, they advise considering isolating publicly accessible applications.

The incident also drew attention to the role of artificial intelligence in safety research. OpenAI stated that Calif had identified one critical flaw using the GPT-5.6 Sol model as part of the Patch the Planet initiative, whilst Wiz reported that it had independently identified both vulnerabilities using AI-based analysis tools.

What website administrators need to check

The vulnerabilities are known by the unofficial name ‘php2shell’ and are present in the PHP server environment. Therefore, updating WordPress, Drupal, Joomla, themes or plugins does not in itself resolve the issue: you must check the PHP version and patch status on the server or confirm this with your hosting provider.

PHP has released security updates for versions 8.5.12, 8.4.27, 8.3.36 and 8.2.35. For the end-of-life branches 7.4, 8.0 and 8.1, the security team has also prepared minimal source backports; these are not full new releases, so you should check the packages for your distribution or long-term support (LTS) release.

Once the patch has been installed, you should ensure that the web server process or PHP-FPM has been restarted and is using the updated package. Temporarily restricting external access and applying WAF rules may provide interim protection, but it is the PHP update itself that fully addresses these vulnerabilities.

On 21 October, PHP patched two critical php2shell vulnerabilities rated at 9.2.
