Reuters described this as Trump’s lowest rating in Reuters/Ipsos surveys across both his presidential terms — ahead of the mid-term congressional elections on 3 November.

Briefly about the main points

31% of those surveyed approved of Donald Trump’s performance, according to Reuters/Ipsos.

The survey was conducted amongst 1,679 American adults between 16 and 19 October.

Assuming that 47% registered voters would vote for the Democrats in the congressional elections, and 35% for the Republicans.

AP-NORC has separately recorded critical assessments regarding the potential for personal enrichment through the presidency.

Impeachment in the House of Representatives does not lead to the automatic removal of the President.

The lowest figure in the Reuters/Ipsos survey

The Ipsos survey was conducted online amongst 1,679 American adults, of whom 1,279 were registered voters. The margin of error for the full sample was 2 percentage points.

Compared with the previous survey, conducted two weeks earlier, the president’s approval rating fell by 1 percentage point. Reuters noted that 31% — Trump’s lowest poll rating Ipsos during his first and second terms.

Different surveys measured different sentiments

In another survey conducted by AP-NORC between 24 and 28 September amongst 2,140 American adults, 41% respondents stated that, in their opinion, Trump had done something illegal in connection with allegations that he had personally enriched himself through the presidency. A further 18% described such behaviour as unethical, but not illegal.

Separately, 56% respondents to the AP-NORC survey said that Trump had «to a significant extent» put his own business interests above those of the country. These are the respondents’ assessments of the allegations against the President and his behaviour, and do not constitute a finding of wrongdoing.

Reuters/Ipsos also asked registered voters about a hypothetical nationwide election to Congress: 47% would prefer a Democratic candidate, whilst 35% would prefer a Republican. This figure reflects the mood at the time of the poll, whilst elections to the House of Representatives and the Senate take place in individual states and constituencies.

The congressional elections will take place on 3 November

On by-elections On 3 November 2026, Americans will re-elect all 435 members of the House of Representatives and approximately one-third of the Senate. The results of the vote will determine which party will control the chambers of Congress for the next two years.

The composition of the House of Representatives influences the ability to launch an inquiry into the President’s administration. At the same time, opinion poll data do not in themselves determine the future distribution of seats and do not constitute a decision by Congress on any procedures.

How the impeachment process works in the US

The House of Representatives has the exclusive right to impeach the President. The case is then considered by the Senate, where a two-thirds majority of the senators present is required for a conviction and removal from office.

Trump has already been impeached twice by the House of Representatives — in 2019 and 2021. The Senate acquitted him in the first trial in February 2020, and in the second in February 2021.

Thus, critical assessments in opinion polls reflect public sentiment in the run-up to the elections, but a potential impeachment would require separate votes by the House of Representatives and the Senate.

Reuters/Ipsos recorded a 31% approval rating for Donald Trump’s performance between 16 and 19 October — the lowest figure recorded across his two terms in office.

54% американців вважають дії Трампа підставою для імпічменту. Рейтинг президента впав до 31% напередодні виборів.
[805617
806757
post-34190","post","type-post","status-publish","format-standard","has-post-thumbnail","category-politics","tag-806757
["GET
