Moscow is aiming for a new round of talks in mid-November, whilst Kyiv is in favour of swift consultations, proposing to discuss a ceasefire and humanitarian issues.<\/p>\n<div class=\"news-summary-box\">\n<p><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>Moscow is open to the idea of talks between Ukraine, the US and Russia in mid-November.<\/li>\n<li>The Kremlin is not renouncing its claims to the occupied Ukrainian territories.<\/li>\n<li>Kyiv wants to include a ceasefire on the agenda.<\/li>\n<li>The UN considers the so-called referendums held by the occupying forces to be legally null and void.<\/li>\n<li>Some of the quotes attributed to Putin that were circulated on 22 October have not been independently verified.<\/li>\n<\/ul>\n<\/div>\n<h2>The Kremlin\u2019s territorial claims do not alter the status of Ukrainian territories<\/h2>\n<p>In reports published on 22 October, <strong>To Putin<\/strong> He is quoted as claiming that the Ukrainian territories seized by Russia belong to \u00abhistorical Russia\u00bb. He also allegedly referred to referendums organised by the occupying authorities, the results of which Moscow is using to justify the illegal annexation. The exact wording of the statement attributed to him regarding the inappropriateness of the words <strong>Vladimir Zelensky<\/strong> regarding territorial losses has not been independently confirmed.<\/p>\n<p>Putin had expressed a similar view previously. During a meeting of the Valdai Club on 1 October, he stated Russia\u2019s intention to control territories it considers its own. And on 16 October, the Russian president said that the creation of a so-called security zone on Ukrainian territory would not be a subject for any potential peace talks.<\/p>\n<p>General Assembly <a href=\"https:\/\/ukrmedia.news\/en\/world\/un-zaklyk-povernuty-zaes-ukraini\/\">UN<\/a> On 12 October 2022, it adopted Resolution ES-11\/4, which condemned the illegal pseudo-referendums and the attempt to annex the Donetsk, Luhansk, Zaporizhzhia and Kherson regions. The document was supported by 143 states. The UN emphasised that these votes have no legal force and cannot alter the status of Ukrainian territories.<\/p>\n<h2>Moscow and Kyiv have outlined the topics for possible trilateral consultations<\/h2>\n<p>On Moscow\u2019s willingness to return to <a href=\"https:\/\/ukrmedia.news\/en\/politics\/yushchenko-peregovory-trampa-putina-si\/\">tripartite format<\/a> Putin\u2019s aide said <strong>Yuriy Ushakov<\/strong> following the meeting between the Russian President and the US President\u2019s Special Representative <strong>Donald Trump<\/strong> <strong>Steve Witkoff<\/strong> in St Petersburg on 21 October. According to Ushakov, the key issue should be the establishment of a security framework for Russia and Ukraine once the war has ended.<\/p>\n<p>The Russian side is aiming to hold the meeting around mid-November; Abu Dhabi has been mentioned as a possible venue.<strong> Volodymyr Zelenskyy<\/strong> confirmed that Ukraine supports the US proposal to organise consultations as soon as possible.<\/p>\n<p>Kyiv proposes that the following be included on the agenda <a href=\"https:\/\/ukrmedia.news\/en\/world\/vitkoff-putin-propozytsii-ukraina\/\">ceasefire<\/a>, ending the war, humanitarian issues, the return of prisoners of war and preparations for a possible meeting between the leaders. The date and venue of the talks are yet to be agreed by the parties.<\/p>\n<h2>Diplomatic talks are continuing against a backdrop of attacks and unconfirmed quotes<\/h2>\n<p>Putin is also reported to have stated that Russia allegedly has no plans to go to war with European states and has advocated a peaceful settlement from the outset. He made similar denials regarding preparations for war with Europe on 25 September.<\/p>\n<p>Separately, the widely circulated list mentions supposedly new genetic studies which are said to prove that Ukrainians and Russians are one people. No primary sources for such studies are cited, so the accuracy of this specific claim needs to be verified. Putin has promoted the idea of the \u00abhistorical unity\u00bb of the two peoples before, notably in an article in July 2021.<\/p>\n<p>Discussions regarding the new format are taking place whilst Russian attacks on Ukraine continue.
