According to a report by the British magazine *The Economist* on 22 October 2026, citing Ukrainian officials, the American proposals envisage the creation of a demilitarised zone in the Donbas, Ukraine potentially foregoing NATO membership in exchange for investment and the prospect of EU membership. Russia, in turn, may be offered a gradual easing of sanctions, the restoration of economic ties with the West and a return to the European gas market. Among the options under discussion is the resumption of operations on the Nord Stream gas pipelines.

Briefly about the main points

The US is trying to resume negotiations on a peace agreement between Ukraine and Russia.

There are proposals to establish a demilitarised zone in the Donbas.

Ukraine may be offered an investment package and the prospect of EU accession in exchange for renouncing NATO membership.

Russia may see a gradual easing of sanctions and a resumption of economic relations with the West.

Discussions are taking place regarding the return of Russian gas to the European market and the possible launch of the «Nord Stream» pipeline.

What the US is offering Ukraine in its new peace plan

The White House is seeking to link a cessation of hostilities with far-reaching economic agreements that could make a future deal acceptable to both sides.

One of the key proposals was the establishment of a demilitarised zone in the Donbas. In theory, such a mechanism could provide for the withdrawal of troops and the introduction of a special security regime in a specific territory.

However, the available reports do not specify the exact boundaries of the zone, the monitoring mechanism or the procedure for its establishment. It is also unclear whether this option involves any territorial concessions on Ukraine’s part.

Another key element of the US proposals is the question of Ukraine’s future membership of NATO.

According to sources speaking to the British publication, Kyiv may be asked to abandon the prospect of joining the North Atlantic Alliance. In return, Ukraine could receive a substantial investment package and the prospect of membership of the European Union.

At the same time, the US cannot, on its own, guarantee Ukraine’s membership of the EU. Such a decision depends on Ukraine’s fulfilment of the accession criteria and the approval of the EU Member States.

What Russia stands to gain: sanctions, investment and the restoration of relations

A separate set of US proposals concerns possible economic incentives for Moscow.

Russia may be offered a gradual resumption of political, trade and economic relations with Western countries.

The following are being considered as possible conditions: easing of sanctions and creating opportunities for new contracts between Russian and American companies.

Particular attention is being paid to the energy sector, which remains one of the most important sources of revenue for the Russian budget. The return of Russian energy products to the European market could form part of a wider economic package.

However, the mechanism for such a restoration remains unknown. A significant proportion of EU sanctions are adopted by European institutions, so Washington cannot unilaterally lift all economic restrictions against Russia.

The US and Russia are discussing the possible launch of «Nord Stream»

One of the most contentious issues in the negotiations was the question of resuming Russian gas supplies to Europe.

Reuters had previously reported that US and Russian officials were exploring options for resuming operations on the gas pipelines «Nord Stream»with the involvement of American investors.".

According to the agency, the participants in these discussions included representatives of the US side, in particular Jared Kushner, as well as a Russian negotiator Kirill Dmitriev.

Discussions took place regarding the possibility of American capital investing in the gas infrastructure that had previously been used to transport Russian gas to Germany.

However, the implementation of such a scenario faces serious obstacles. These include sanctions, damage to gas pipelines and opposition from certain European countries. At present, no decision has been taken to resume operations on the Nord Stream pipeline.

Ukraine is wary of economic agreements between the US and Russia until the war is over

Ukrainian negotiators are concerned about the desire of US representatives to move as quickly as possible towards economic agreements with Moscow. Washington may agree favourable commercial contracts even before hostilities have actually ceased.

From the Ukrainian side’s perspective, this approach creates the risk that Russia will gain economic advantages without fulfilling its obligations to end the war.

What is Zelenskyy’s position on NATO and security guarantees?

20 October Volodymyr Zelenskyy stated that Ukraine is prepared to discuss alternative formats for security guarantees, provided they are equivalent to NATO membership in terms of their legal force. According to him, the key issue remains not the name of the mechanism, but its actual ability to protect Ukraine in the event of further Russian aggression.

Kyiv insists that future guarantees must be legally binding and provide for specific actions by the partners in the event of a repeat attack.

The Washington Post had previously reported on another version of the US proposals, which covered funding for Ukraine’s reconstruction, security guarantees, economic agreements and a ceasefire along the current front line. However, the Office of the President of Ukraine emphasised that such reports reflect the position of part of the US negotiating team, rather than a final, agreed joint plan.

When might new talks between Ukraine, the US and Russia take place?

Discussions on the peace plan intensified following the visit to Russia by Steve Witkoff, the US President’s Special Representative, on 21 October.

During a meeting with Vladimir Putin, the American side presented proposals that had been discussed in advance with Ukrainian and European representatives. Following the talks, Putin’s aide Yuriy Ushakov stated that Moscow is, in principle, prepared to resume trilateral consultations involving Ukraine, the US and Russia.

Possible Abu Dhabi is said to be the venue, with the estimated date being mid-November 2026.

At the same time, the Kremlin has stated that it does not see enough new substantive elements in the US proposals. This indicates that significant differences remain between the parties.

Ukraine supports the continuation of diplomatic contacts, but insists on an end to Russian attacks and on receiving reliable security guarantees.

Адміністрація
