Three were working at the Russian Embassy in Vienna, whilst another represented Russia at the Organisation for Security and Co-operation in Europe (OSCE). The Austrian Ministry of Foreign Affairs announced the decision on 23 October. Moscow has already stated that it is preparing retaliatory measures.<\/p>\n<div class=\"news-summary-box\"><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>On 23 October, Austria declared four Russian diplomats persona non grata.<\/li>\n<li>Three of them worked at the Russian Embassy in Vienna, and the fourth at the Russian delegation to the OSCE.<\/li>\n<li>The decision was taken on the basis of information provided by the Austrian security authorities.<\/li>\n<li>In May, Austria had already expelled three Russian diplomats.<\/li>\n<\/ul>\n<\/div>\n<h2 data-pm-slice=\"1 1 []\">Why is Austria expelling Russian diplomats?<\/h2>\n<p>The decision to expel them was taken on the basis of information provided by the Austrian security services. According to the Foreign Ministry, three staff members of the Russian embassy were engaged in activities incompatible with their diplomatic status.<\/p>\n<p>They were declared persona non grata in accordance with Article 9 of the Vienna Convention on Diplomatic Relations.<\/p>\n<p>The fourth diplomat was a member of the Russian delegation on military security and arms control at the OSCE. He was also barred from staying in <a href=\"https:\/\/ukrmedia.news\/en\/world\/es-obhovoriuie-skasuvannia-zahystu-cholovikam-ukrayiny\/\">Austria<\/a> due to activities incompatible with the status of a representative of an international organisation.<\/p>\n<p>The Austrian Foreign Ministry did not disclose the specific details of the case or name the diplomats involved.<\/p>\n<h2>Austrian security services had previously warned of Russian agents<\/h2>\n<p>According to the Austrian magazine *Profil*, as early as August, the country\u2019s Ministry of Defence warned military personnel and reservists about possible attempts by Russian agents to make contact with them.<\/p>\n<p>The report referred to 21 individuals whose names appeared in documents relating to the leak of information about the Russian security services.<\/p>\n<p>Austrian law enforcement agencies were gathering further information about possible intelligence activities carried out by these individuals. According to the publication, the evidence gathered formed the basis for the expulsion of three staff members from the Russian Embassy.<\/p>\n<p>This is the second time Russian diplomats have been expelled from Austria in 2026. In May, Vienna expelled three staff members of the Russian embassy on suspicion of using specialised equipment to intercept information.<\/p>\n<h2>Russia has threatened Austria with retaliatory measures<\/h2>\n<p>Following the announcement of Vienna\u2019s decision, the Russian Deputy Minister for Foreign Affairs <strong>Dmytro Lyubinsky<\/strong> stated that Moscow would not leave the expulsion of diplomats unanswered. According to him, a response from the Russian side would be inevitable. However, Lyubinsky did not specify exactly what measures Moscow plans to take or when they will be announced.<\/p>\n<p>Taking into account the latest decision from 2020, Austria has now expelled 18 Russian diplomats. Despite the country\u2019s established neutral status, the Austrian authorities have stepped up their efforts to counter Russian intelligence activities following the Russian Federation\u2019s
