President Volodymyr Zelenskyy is due to submit decrees and draft laws to the Verkhovna Rada for their approval. The current terms expire on 31 October, and the final decision will be taken by parliament.

Briefly about the main points

The President is to submit decrees and two bills to the Rada.

MPs will vote on martial law and mobilisation separately.

A hearing on 26 October is possible, but has not been officially confirmed.

The current arrangements remain in force until 05:30 on 31 October.

An extension does not automatically change the rules regarding deferrals or bookings.

The matter may be considered under a special procedure

In order to extend both measures, the President must issue the relevant decrees and immediately submit draft legislation to Parliament for their approval. Martial law and general mobilisation As these are formalised by different decrees, the Rada will consider the two documents and adopt separate decisions on each of them.

At least 226 votes from Members of Parliament are required to approve each of them. The Rules of Procedure provide for such documents to be considered within two days of their receipt, without being specifically included in the regular agenda or the schedule of plenary sittings.

MPs have cited 26 October as a possible date for the vote. This day falls within a week marked on the Rada’s calendar as a non-plenary week; however, this in itself does not preclude a special sitting. As of 24 October, the registration of new bills and the date of the sitting have not been confirmed by official parliamentary sources.

The current term ends on the morning of 31 October

The current state of war and general mobilisation remain in force until 05:30 on 31 October 2026. The Verkhovna Rada approved a previous extension on 14 July: 313 MPs voted in favour of martial law and 311 in favour of general mobilisation. Their validity was extended for 90 days from 2 August.

That decision marked the twentieth extension of the relevant measures since the start of Russia’s full-scale invasion. The current preparations relate to the twenty-first extension. If parliament approves the documents without amending the proposed timeframes, the new period will begin at 05:30 on 31 October and end at 05:30 on 29 January 2027.

What the extension will mean for those liable for military service

Martial law has been in force in Ukraine since 24 February 2022. Its extension enables state authorities and the military command to continue applying the defence measures provided for by law. In particular, the restrictions established in accordance with the law – relating to the curfew, the crossing of the state border and the operating hours of certain state institutions – will remain in force.

The extension of general mobilisation provides a legal basis for recruitment for the Armed Forces and other military formations. The decision to extend the period does not automatically introduce new conscription rules, does not alter the age limits, and does not remove the legal grounds for deferment.

Booking of employees, the granting of deferrals and the procedure for military service are governed by specific regulatory acts. Not all those liable for military service are subject to conscription without exception; the final dates for the new period will be confirmed following the adoption of presidential decrees and a decision by the Verkhovna Rada.

The Rada will vote separately on martial law and general mobilisation.
