According to Ukraine\u2019s Foreign Intelligence Service, some of these foreign nationals travelled to Russia to find work but subsequently found themselves in the Russian army after being deceived or coerced into signing military contracts. The issue of their repatriation has already become the subject of diplomatic negotiations.<\/p>\n<div class=\"news-summary-box\"><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>Kyrgyzstan, Kazakhstan and Kenya are seeking the return of their citizens who have been drawn into the war against Ukraine.<\/li>\n<li>According to the Foreign Intelligence Service, foreigners are being recruited under the pretence of employment.<\/li>\n<li>Kazakhstan is in talks with Moscow regarding the return of its citizens.<\/li>\n<li>Kenya has confirmed 354 cases of its citizens being recruited into the war.<\/li>\n<\/ul>\n<\/div>\n<h2>How Russia is recruiting foreigners to fight in the war against Ukraine<\/h2>\n<p>On 25 October, the Ukrainian Foreign Intelligence Service reported instances of <a href=\"https:\/\/ukrmedia.news\/en\/world\/iraq-commission-stop-recruitment\/\">recruitment<\/a> foreign nationals into the Russian army. According to the ministry, men who travel to Russia in search of work sometimes find themselves on the front line instead of securing the employment they were promised.<\/p>\n<p>Minister for Foreign Affairs of Kyrgyzstan <strong>Zheenbek Kulubayev<\/strong> He confirmed that his department had received reports of citizens being coerced into signing contracts with the Russian Ministry of Defence. According to him, such cases have been recorded, in particular, at military recruitment offices and in remand centres.<\/p>\n<p>Kyrgyz diplomats try to intervene before people are sent to the front. If information about forced recruitment is received in good time, consular staff take steps to prevent them from being drawn into combat.<\/p>\n<h2>Kazakhstan is in talks with Russia regarding the return of its citizens<\/h2>\n<p>The Kazakh Ministry of Foreign Affairs has also reported on talks with the Russian side regarding citizens who find themselves in the combat zone in Ukraine.<\/p>\n<p>On 7 October, representatives of the Kazakh Ministry of Foreign Affairs stated that they were continuing to receive enquiries via a dedicated helpline. Information on each case is being verified, after which they plan to provide the Russian side with a consolidated list of citizens in need of assistance.<\/p>\n<p>According to relatives of one of the Kazakhstani men, he travelled to Russia to find work. However, after complaining about his working conditions, he and other workers were allegedly taken to the military recruitment office and forced to sign a contract.<\/p>\n<p>The Kazakh Foreign Ministry has confirmed that talks are under way regarding the return of its citizens, but has not publicly disclosed all the circumstances surrounding how they came to be in the Russian armed forces.<\/p>\n<h2>Kenya is trying to repatriate hundreds of its citizens<\/h2>\n<p>The problem has become particularly acute for Kenya. The country\u2019s Minister for Foreign Affairs <strong>Musalia Mudawadi<\/strong> told parliament that the authorities have information on 354 citizens involved in Russia\u2019s war against Ukraine.<\/p>\n<p>According to official Kenyan figures as at 8 October:<\/p>\n<ul>\n<li>\n<div>\n<div>\n<p>77 citizens were on the front line;<\/p>\n<\/div>\n<\/div>\n<\/li>\n<li>\n<div>\n<div>\n<p>38 \u2014 in military camps;<\/p>\n<\/div>\n<\/div>\n<\/li>\n<li>\n<div>\n<div>\n<p>84 were killed or were reported missing;<\/p>\n<\/div>\n<\/div>\n<\/li>\n<li>\n<div>\n<div>\n<p>34 were receiving treatment;<\/p>\n<\/div>\n<\/div>\n<\/li>\n<li>\n<div>\n<div>\n<p>62 have already returned home;<\/p>\n<\/div>\n<\/div>\n<\/li>\n<li>\n<div>\n<div>\n<p>Five were held captive by the Ukrainians.<\/p>\n<\/div>\n<\/div>\n<\/li>\n<\/ul>\n<p>Kenyan officials report that some of the men were promised jobs as drivers, security guards or cooks. Upon arrival in Russia, according to the victims\u2019 accounts, they found themselves in military units.<\/p>\n<p>Nairobi is holding talks both with Moscow, regarding the cessation of recruitment and the return of its citizens, and with Kyiv, regarding those taken prisoner by the Ukrainian military.<\/p>\n<p>The Kenyan authorities maintain that some of those detained may be victims of human trafficking, as they were allegedly recruited into military service under the guise of civilian employment.<\/p>\n<h2>The recruitment of foreigners is causing diplomatic problems for Moscow<\/h2>\n<p>According to estimates by the Ukrainian side, since the start of the full-scale invasion <strong>Russia has recruited more than 28,000 foreigners from 135 countries into its army<\/strong>. These figures were released by Ukrainian authorities; it is not possible to independently verify the total number of those recruited.<\/p>\n<p>The Foreign Intelligence Service emphasises that the involvement of foreign nationals in the war is increasingly prompting official reactions from other states. Appeals from relatives, which were previously treated as isolated cases, are now being raised at the level of intergovernmental
