If the Democrats gain control of at least one chamber of Congress following the 3 November election, scrutinising the deal could become one of their key priorities. According to a report by Axios on 26 October, US lawmakers have already contacted the largest banks and port authorities, demanding that they retain documents relating to any potential transactions involving Russian diesel.<\/p>\n<div class=\"news-summary-box\"><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>The Democrats are preparing for a possible investigation into Donald Trump\u2019s diesel deal with Russia.<\/li>\n<li>Six US banks and several port authorities have been ordered to retain documents relating to Russian fuel.<\/li>\n<li>Lawmakers are questioning the legality of easing sanctions against Russia.<\/li>\n<li>Republican Senator Tom Tillis has also joined the initiative.<\/li>\n<\/ul>\n<\/div>\n<h2>Democrats are calling for documents relating to Russian diesel to be preserved<\/h2>\n<p>According to Axios, US lawmakers have sent letters to six major financial institutions: <a href=\"https:\/\/ukrmedia.news\/en\/world\/skandal-jpmorgan-zvynuvachennya-topmenedzherka-sud-nyu-york\/\">JPMorgan<\/a> Chase, Bank of America, Citigroup, Wells Fargo, Goldman Sachs and Morgan Stanley. Similar requests were received by the port authorities in Houston, Beaumont, Corpus Christi, as well as New York and New Jersey.<\/p>\n<p>Politicians are calling for the retention of documents and correspondence relating to the potential procurement, transport, import, financing, storage and distribution of diesel fuel of Russian origin.<\/p>\n<p>The appeal was initiated by a Democratic senator <strong>Jean Shahin<\/strong>. The document was also signed by Senators Chris Coons, Elizabeth Warren, Ron Wyden, Sheldon Whitehouse and MP Gregory Mix.<\/p>\n<p>These politicians could head influential congressional committees if the Democratic Party wins a majority in the respective chambers. The appeal was also backed by Republican Tom Tillis, who had previously criticised the agreement with Moscow.<\/p>\n<p>The authors of the letter warn that transactions involving Russian diesel may have legal consequences for companies involved in the supplies.<\/p>\n<h2>Why is Trump\u2019s deal with Russia considered controversial?<\/h2>\n<p>9 October, Donald <strong>Trump<\/strong> announced the <a href=\"https:\/\/ukrmedia.news\/en\/economics\/russia-diesel-exports-fall-75-percent\/\">agreement<\/a> from <strong>Vladimir Putin<\/strong> regarding the increase in supplies of Russian diesel fuel to the US and global markets.<\/p>\n<p>According to the US President, Russia has agreed to supply over 300,000 tonnes of diesel, followed by a further 500,000 tonnes in November, as well as additional quantities of fuel.<\/p>\n<p>To implement the agreement, the US Department of the Treasury issued a general <a href=\"https:\/\/ukrmedia.news\/en\/politics\/licenziya-ssha-rosiyskyi-dyzel\/\">Licence No. 135<\/a>, which temporarily permits transactions involving Russian diesel, including its import into the United States. The authorisation is valid until 7 April 2027.<\/p>\n<p>However, US lawmakers point to a possible conflict between this licence and the 2022 law, which bans the import of Russian energy resources following the Russian Federation\u2019s full-scale invasion of Ukraine.<\/p>\n<p>The authors of the appeal stress that easing sanctions could provide Moscow with additional revenue to fund the war against Ukraine.<\/p>\n<p>The US Treasury Department, for its part, insists that the licence issued was lawful. The White House has also dismissed the Democrats\u2019 criticism, accusing them of attempting to use the agreement to fuel a new political confrontation with Trump.<\/p>\n<h2>Has Russia started supplying diesel to the US?<\/h2>\n<p>Russian oil refineries are already stepping up production of diesel fuel following the introduction of export quotas as part of an agreement with Washington.<\/p>\n<p>Production volumes began to rise to around 180,000 tonnes per day following a fall to 160,000 tonnes in early October.<\/p>\n<p>On 23 October, vessel-tracking systems detected a Maltese-flagged tanker carrying around 40,000 tonnes of Russian diesel and listing New York as its destination.<\/p>\n<p>However, the vessel\u2019s route alone does not confirm that fuel has actually been imported into the US. As Axios points out, the planned ports of call for tankers are subject to change.<\/p>\n<p>Lawmakers expect banks and port authorities to provide written confirmation that the necessary documentation has been retained by 28 October.<\/p>\n<p>Following the mid-term elections on 3 November, the possibility of launching a full-scale parliamentary inquiry will depend on the new composition of Congress.
