A new study by the international organisation Oxfam has shown that the richest 0.1% of the world’s population are responsible for more carbon emissions than the 3.5 billion poorest people combined. At the same time, their investments include companies that profit from recovery efforts following floods, fires, droughts and other natural disasters.

Briefly about the main points

The richest 0.1% of the world’s population produce more emissions than the 3.5 billion poorest people combined.

Wealthy investors make profits both from polluting industries and from dealing with the aftermath of climate disasters.

Oxfam has identified 217 companies linked to these business sectors.

The natural disaster recovery market could grow to $92 billion a year by 2029.

How billionaires are profiting from the consequences of the climate crisis

On 27 October, Oxfam published a report entitled *Disaster Divide*, which examines the link between global warming, wealth and inequality. The researchers concluded that the wealthiest investors stand to gain a double financial advantage from the climate crisis.

The first source of revenue is investment in fossil fuel extraction and other sectors with high greenhouse gas emissions. The second is business that provides protection against natural disasters, the restoration of damaged buildings, insurance, air-conditioning and the supply of essential goods following disasters.

According to forecasts, the global disaster recovery market is set to grow from 70 to 92 billion dollars a year by 2029.

For the study, Oxfam created the Destroy & Rebuild Index, which includes 217 corporations linked to polluting industries and businesses involved in tackling the consequences of climate disasters.

According to the organisation, investment giants BlackRock and Vanguard hold stakes in 92% companies included in this index. The total value of these investments exceeds one trillion dollars.

Oxfam warns that financial interests in two areas may weaken the incentives for influential investors to support emissions reductions. At the same time, the mere existence of investments in post-disaster recovery does not prove an intention to deliberately delay action on climate change.

Private jets and investment: who is causing the most pollution on the planet?

The richest 0.1% per cent of the world’s population — approximately eight million people — generate more carbon emissions than the poorest 3.5 billion people on the planet combined, according to an analysis by Oxfam.

Researchers cite private aviation as one of the most telling examples. According to their calculations, all the world’s private aircraft combined emit more carbon dioxide in just two seconds than one person from the poorest half of humanity does on average over the course of a whole year.

However, according to the organisation’s assessment, the greatest impact that the ultra-wealthy have on the climate is not linked to their personal travel, but to their investment portfolios.

Researchers have calculated that emissions from the wealthiest 1% of the population have caused approximately 20% of global warming since 1990.

The consequences are already evident in various regions of the world. In particular, this year’s severe drought in Europe showed how rising temperatures increase water evaporation, threaten crop yields and create additional problems for the energy sector.

Who pays for climate disasters?

It is the people with the fewest resources to protect themselves and rebuild who suffer the greatest losses from natural disasters. Floods destroy their homes, droughts reduce harvests, and rising food prices force them to spend most of their income on basic necessities.

Oxfam cites the rise in cocoa prices following extreme weather events in West Africa in 2024 as an example. At that time, prices soared by 231%; however, according to the organisation’s assessment, local farmers did not receive a corresponding financial benefit.

At the same time, the owners of large retail companies and their investors may profit from rising food prices during crises.

The long-term health implications are a particular cause for concern. According to the model used by Oxfam, the emissions generated by the richest 1% of the population over the course of a single year could lead to approximately 1.9 million additional heat-related deaths in the future.

Around 78% of these deaths are projected to occur in low- and lower-middle-income countries, even though these countries account for only around 8% of global emissions.

Oxfam has called for higher taxes on the wealthiest

Ahead of the COP31 international climate summit in Turkey, the organisation called on governments to increase taxation on big business, oil and gas corporations, and goods with a high carbon footprint, particularly private jets.

Oxfam also proposes increasing funding for climate adaptation in developing countries, prioritising grants over loans, which increase the debt burden.

Separately, the organisation is calling for tighter controls on large corporations operating in the fields of emergency response, reconstruction and the food trade during natural disasters.

According to the authors of the report, without such changes, the gap between those who are able to protect themselves from climate-related threats and those who are losing their homes and sources of income as a result will continue to widen.

Найзаможніші люди планети
