In Dnipro, law enforcement officers have shut down a network of fraudulent call centres, whose members, according to the investigation, were swindling money by sending messages about fictitious winnings via Telegram and Viber. They used bank accounts held in the names of front men and cryptocurrency to transfer the funds, and invested the proceeds in property, luxury cars and jewellery. During 21 searches, the police seized cash, weapons, hundreds of electronic devices and nine premium-class cars.<\/p>\n

The fraudulent call centres were operating from two rented premises<\/h2>\n

The Ukrainian National Police announced the dismantling of the network on 1 October 2026. According to the investigation, the organisers had set up two offices in Dnipro, with responsibilities divided amongst the staff at each.<\/p>\n

Some of the participants monitored the operators\u2019 work and the inflow of funds. Others were responsible for bank accounts, collecting cash and converting money into cryptocurrency.<\/p>\n

Mass messages on Telegram and Viber were used to track down victims. People received messages about alleged prize wins, which were used to mislead them and persuade them to transfer money.<\/p>\n

At the same time, members of the network set up a system for withdrawing the funds they had received via third-party bank accounts.<\/p>\n

The victims\u00ab money was transferred via \u00bbdrops\u2019 into cryptocurrency<\/h2>\n

One of the key elements of the scheme was the so-called \u00abdrops<\/a>\u00bb \u2014 people who give others access to their own bank cards and accounts.<\/p>\n

According to the police, members of the network posted advertisements on social media offering to buy personal and identification data required to open bank accounts and gain access to online banking.<\/p>\n

The scheme involved not only people who systematically provided such services, but also students, pensioners and the unemployed. Payment cards were issued in their names, which were in fact controlled by the call centre staff. It was into these accounts that the victims\u2019 funds were paid. The money was subsequently withdrawn via ATMs or converted into cryptocurrency using P2P transactions \u2014 direct transfers between users.<\/p>\n

According to the investigation, part of the funds received was spent on the purchase of property, luxury cars, expensive watches, jewellery and other valuable assets.<\/p>\n

During 21 searches, cash, Starlink equipment and nine cars were seized<\/h2>\n

The operation was carried out by officers from the Strategic Investigations Department in the Dnipropetrovsk region, in conjunction with investigators from the regional police, with the support of the KORD special forces and the special-purpose police unit.<\/p>\n

In total, the police carried out 21 searches at call centres, at the suspects\u2019 homes and in their cars.<\/p>\n

During the investigation, over 40,000 euros, 18,000 dollars and 113,000 hryvnias in cash were seized.<\/p>\n

In addition to the money, the police seized 158 mobile phones, 35 items of computer equipment, 13 storage devices, 25 SIM cards, 153 SIM card holders, 10 bank cards and two Starlink kits.<\/p>\n

Weapons, ammunition, documentation and draft notes were also seized.<\/p>\n

The nine vehicles seized include an Audi S8, an Audi RS7, an Audi A6, a BMW X6M, a BMW 535XI, a Toyota Land Cruiser 200, a Land Rover Range Rover Evoque, a Subaru Forester and a Cupra Formentor.<\/p>\n

The seized items are being examined as part of the criminal proceedings.<\/p>\n

What is known about the criminal proceedings<\/h2>\n

The pre-trial investigation is continuing under the procedural supervision of the Dnipropetrovsk Regional Prosecutor\u2019s Office.<\/p>\n

Law enforcement agencies are investigating the activities of an organised network which, according to the investigation, combined the defrauding of victims with the use of fake bank accounts and cryptocurrency transactions.<\/p>\n

In Ukraine, since September 2026, there has been a specific criminal offence relating to the formation of, leadership of, and participation in organised groups engaged in electronic communications fraud.<\/p>\n

Article 255-4 of the Criminal Code<\/strong> provides for a prison sentence of between seven and twelve years, with confiscation of property, for the organisers of such groups. Participants face a prison sentence of between five and ten years.<\/p>\n

At the same time, the classification of the actions of specific individuals involved depends on the facts established by the investigation, and their guilt must be determined by the court.<\/p>","protected":false},"excerpt":{"rendered":"
