Despite statements regarding an agreement between Presidents Donald Trump and Volodymyr Zelenskyy, the actual transfer of licences has not yet been confirmed.<\/p>\n<div class=\"news-summary-box\"><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>The US has still not granted Ukraine licences to manufacture interceptor missiles for the Patriot systems.<\/li>\n<li>The American companies Raytheon and Lockheed Martin fear that Ukraine will be able to produce advanced missiles more quickly and cheaply.<\/li>\n<li>Officially, manufacturers cite the risks of military technology being passed on and the protection of intellectual property as the reasons for these restrictions.<\/li>\n<\/ul>\n<\/div>\n<h2 data-pm-slice=\"1 1 []\">American Patriot manufacturers fear competition from Ukraine<\/h2>\n<p>The Atlantic reported on the possible reasons for the delay in licensing, citing a Republican Party representative in the US Congress who supports the transfer of Patriot missile production technology to Ukraine.<\/p>\n<p>According to a source speaking to the publication, Raytheon and <a href=\"https:\/\/ukrmedia.news\/en\/world\/pentagon-zbilshennia-vyrobnytstva-zbroi\/\">Lockheed Martin<\/a> They officially cite the risks of intellectual property leaks and the transfer of sensitive military technology as the reasons for their reservations. However, according to the source, the real cause of their concern may be economic competition.<\/p>\n<p>American manufacturers believe that Ukrainian companies will be able to modernise <a href=\"https:\/\/ukrmedia.news\/en\/economics\/polshcha-rakety-patriot-ukraina\/\">Patriot missiles<\/a>, to establish large-scale production and significantly reduce their unit cost. This would create competition for existing production lines in the United States, which are already operating under conditions of heightened demand for interceptor missiles. At the same time, the companies themselves did not publicly cite competition as the reason for the delay. This explanation is based on an assessment by a source at *The Atlantic*.<\/p>\n<h2>Trump promised Ukraine that it would be able to manufacture Patriot systems, but no licences have been granted as yet<\/h2>\n<p>The issue of localising the production of Patriot missiles has been raised on several occasions during talks between Kyiv and Washington.<\/p>\n<p>In July <strong>Donald Trump<\/strong> stated that he was prepared to allow Ukraine to manufacture its own <a href=\"https:\/\/ukrmedia.news\/en\/politics\/us-patriot-missile-license-ukraine\/\">interceptor missiles<\/a>. However, at the end of that same month, the US President clarified that no final agreement had been reached.<\/p>\n<p>He explained that this caution was necessary to protect cutting-edge military technologies, which the United States cannot transfer without adequate safeguards.<\/p>\n<p>Negotiations continued in September. Following a meeting with Trump in New York <strong>Volodymyr Zelenskyy<\/strong> On 25 September, he stated that the US President had taken a final political decision to grant licences to Ukraine. However, two days before this statement, a spokesperson for the US State Department <strong>Jan Bateson<\/strong> told Deutsche Welle that the approval process is still ongoing.<\/p>\n<p>As early as 9 October, Zelenskyy discussed with a delegation from the US Congress the need to speed up the licensing process for the production of Patriot missiles. As of 27 October, there has been no official announcement regarding the actual transfer of the relevant production licences to Ukraine.<\/p>\n<h2>Why Ukraine needs to produce its own Patriot missiles<\/h2>\n<p>Ukraine is seeking to be able to manufacture missiles independently <a href=\"https:\/\/ukrmedia.news\/en\/science-tech\/yak-pratsiuie-patriot-pryntsyp-dii-pac-3\/\">PAC-3<\/a>, which are used to intercept Russian ballistic missiles.<\/p>\n<p>At present, the supply of such interceptors depends to a large extent on American manufacturers and decisions taken in Washington.<\/p>\n<p>The problem has become particularly acute against the backdrop of rising demand for missile defence systems and a reduction in available stocks.<\/p>\n<p>On 26 October, Volodymyr Zelenskyy stated that Ukraine had been waiting for almost a month for US Defence Secretary Pete Hagsett to approve the supply of missiles for the Patriot and NASAMS systems.<\/p>\n<p>The President instructed the Ukrainian delegation to raise this issue again with the US.<\/p>\n<p>At the same time, authorisation to produce these weapons will not resolve the shortage immediately. US Secretary of State Marco Rubio has previously explained that building the facilities and establishing production of such complex weaponry could take several years.<\/p>\n<p>The Ukrainian side regards localising production as a long-term way of reducing dependence on foreign suppliers.
