This represents around 27% of its workforce, according to The Wall Street Journal. Participation does not mean automatic redundancy: each employee will decide for themselves whether to accept the offer.

Briefly about the main points

VEO is aimed at approximately 60,000 Microsoft employees.

The scheme applies to specific categories of workers in four countries.

Remuneration will depend on the position, length of service and country of employment.

A response to the proposal must be submitted by the beginning of December.

Microsoft is optimising its expenditure whilst investing in AI infrastructure.

Which teams and countries are covered by the programme?

The scheme applies to certain categories of staff in the US, Canada, the UK and India. According to Reuters, it covers employees in the following departments: Xbox, Windows + Devices, Copilot, finance, human resources and artificial intelligence.

Some teams from the marketing, corporate sales and security departments were not included in the programme. Microsoft explained that the selection of departments depends on their current tasks and staffing requirements.

As at 30 June, the corporation’s workforce numbered approximately 223,000 people. Of these, 121,000 were employed in the US, and a further 102,000 in other countries.

Compensation terms and conditions and time limits for employees

VEO participants are offered financial support and assistance with future career planning. The amount of the payments will be determined on the basis of the position, length of service and country of employment.

According to Business Insider, the severance packages are broadly in line with Microsoft’s standard terms and conditions in the event of termination of employment. Employees who have received an offer must make a decision by early December, and their departure from the company is scheduled for the end of the year.

Head of Human Resources Amy Coleman described VEO as an additional opportunity for staff to leave the company of their own accord whilst receiving financial support.

AI expenditure and prior staffing decisions

The programme was launched against the backdrop of Microsoft’s large-scale investment in data centres, server equipment and artificial intelligence technologies. According to Reuters, the corporation forecast capital expenditure of $175 billion for the 2026 calendar year.

Rising costs for AI infrastructure have prompted the company to seek ways to optimise expenditure and restructure its workforce. Earlier this year, the company offered a voluntary redundancy scheme to around 8,750 employees, and more than 30% of them accepted.

In July, Microsoft also announced that it was cutting around 4,800 jobs, including within its Xbox gaming division.

BMW is also winding up its own voluntary redundancy scheme

German car manufacturer BMW plans to cut around 8,000 jobs by the end of 2027. In October, approximately 40,000 of the company’s employees were given access to personalised redundancy packages; this figure does not represent the number of those who agreed to leave.

According to German media reports, individual packages may exceed 650,000 euros, although the amount is determined on a case-by-case basis. On 20 October, BMW confirmed that it had closed applications ahead of schedule after the programme’s target had been reached.

The outcome of the VEO will depend on the employees’ responses

Microsoft has not stated that an insufficient number of voluntary applications would automatically lead to compulsory redundancies. Nor has the company specified a target number of staff who are to leave their posts.

According to Bloomberg, the corporation expects a significantly lower take-up rate than in the previous voluntary redundancy scheme. The initial results of the VEO will be determined by employees’ decisions in the coming weeks.

Microsoft has offered 60,000 employees across four countries voluntary redundancy with compensation.
