The facility will inspect, repair and recertify missiles that have already been manufactured. Its location in Europe should reduce the need to transport the interceptors to the US for certain procedures and minimise delays in their maintenance.

Briefly about the main points

Poland has won the bid to host the PAC-3 service centre.

Germany, the Netherlands and Norway were also in the running for the project.

The centre will repair and recertify ready-to-use missiles.

Previously, certain procedures required the interceptors to be transported to the US.

The city, cost and launch date of the project have not yet been announced.

The Polish entry received the highest score

The decision was announced on 27 October by Poland’s Deputy Minister of National Defence Magdalena Sobkowiak-Charnecka. According to her, the decision was preceded by months of negotiations with the American side, and the Polish proposal was rated most highly right from the initial stage of the selection process.

Germany, the Netherlands and Norway were also in the running to host the facility. The Minister of Defence Vladislav Kosinyak-Kamysh He confirmed the outcome and thanked the negotiators.

The centre will inspect, repair and certify interceptors

The future centre will work with missiles from the family PAC-3, in particular the PAC-3 MSE. Such interceptors are used against airborne targets, including ballistic missiles.

Its tasks will include technical inspections, repairs, operational checks, maintaining operational readiness and the recertification of missile systems. It will be a maintenance facility, not a missile manufacturing plant.

European power companies must reduce delays in service provision

Previously, rockets had to be transported to the United States for certain procedures to be carried out. In July, Kosinyak-Kamysh said that the process of sending them there, returning them and certifying them sometimes took up to two years.

The establishment of maintenance facilities in Europe is intended to reduce these lead times and increase the availability of serviceable interceptors. Lockheed Martin links the project to faster maintenance of the weapons without the need for transatlantic transport.

The agreement on the European network was concluded in July

The intention to develop European maintenance capabilities for the PAC-3 was formalised on 7 July at the defence industry forum NATO in Ankara. The agreement was signed by the US, Poland, Germany, the Netherlands and Sweden.

Following this, the parties held talks regarding a specific location. The choice of Poland marked the next stage in the implementation of these agreements.

What does this mean for the region, and what steps remain to be taken?

The proximity of maintenance facilities to NATO’s eastern flank could be important for regional air defence against the backdrop of Russian missile attacks on Ukraine. At the same time, the centre does not automatically mean an increase in missile supplies to the Ukrainian Air Force: this depends on partners’ decisions, production capacity and defence agreements.

The Polish side has not yet disclosed the location, the scale of investment or the date on which the centre is due to begin operations. The next steps will involve organising the construction, preparing the supporting infrastructure and finalising technical cooperation arrangements with the American partners.

The US and Lockheed Martin have chosen Poland as the location for a PAC-3 Patriot missile maintenance centre.
