In his view, Kyiv has prepared for the winter less effectively than other regions of Ukraine, particularly the border and frontline regions.<\/p>\n<p>The President highlighted the disruptions to electricity and water supplies following the Russian attacks, as well as problems with the preparation of shelters, schools, protective structures and public transport. He announced that urgent security and administrative measures were being drawn up to speed up work on protecting the capital\u2019s critical infrastructure.<\/p>\n<h2>Klitschko has dismissed allegations that the capital was inadequately prepared<\/h2>\n<p>Mayor of the city <strong>Vitali Klitschko<\/strong> disagreed with the President\u2019s assessment. During a speech in the Verkhovna Rada on 14 October, he stated that the city\u2019s services were continuing to repair the damaged infrastructure, despite the constant shelling.<\/p>\n<p>According to the mayor, in the capital alone <a href=\"https:\/\/ukrmedia.news\/en\/main-news\/rf-zruinuvala-tec-5-tec-6-kyiv\/\">CHP-5<\/a> and CHP-6 came under attack nearly 50 times by missiles and drones during 2026.<\/p>\n<p>Klitschko reported that nearly 700 generators of various capacities and 70 mobile boiler houses had been prepared for heating and water supply facilities. At the same time, he accused the central government of withholding funds, which, he said, had delayed the implementation of some energy resilience projects. The mayor also raised the issue of the effectiveness of air defence and the protection of energy
