As of 31 October, around 200,000 households remain without power, and in some areas of the regional capital, electricity supplies may not be restored until Monday, 2 November, at the earliest. Due to the power cuts, public transport in the city has come to a standstill, and there have been disruptions to the water supply, internet and mobile communications.

Briefly about the main points

In Dnipro and the surrounding region, around 200,000 families are without electricity.

Russia has launched a second attack on two DTEK power facilities.

In some areas, the power may not be restored until Monday at the earliest.

The metro, trams and trolleybuses have been suspended in Dnipro.

Residents are reporting disruptions to the water supply and telecoms services.

Russia has struck energy infrastructure in the Dnipropetrovsk region once again

On the night of 31 October, Russian forces carried out further strikes on the region’s energy infrastructure. According to DTEK, two facilities belonging to the company «Dniprovski Electromerezhi» sustained serious damage.

One of them was attacked again just as the power company’s staff had been working for almost two days to repair its equipment following the previous shelling.

Due to further damage, a significant part of Dnipro and Kamianske, as well as customers in the Dniprovskyi and Samarivskyi districts, remain without electricity.

President Volodymyr Zelenskyy reported that during the night alone Russian troops attacked four electricity substations in the Dnipropetrovsk region. A gas distribution facility was also hit.

According to the Head of State, in Dnipro and the region Around 200,000 households remain without electricity. A further 80,000 households are without power in the Kyiv region.

Emergency teams are continuing with repair work, but repeated shelling is not only delaying the restoration of services but also causing further power cuts.

When might the electricity supply be restored in Dnipro?

The situation in the regional centre remains difficult. According to the publication «Telegraf», residents of certain districts have been told that electricity supplies may not be restored until Monday, 2 November, at the earliest. Preliminary forecasts concern the residential areas of Diivka, Sukhachivka, Parus, Pokrovskyi and Krasnopillia, as well as certain sections of Bohdan Khmelnytskyi Avenue and Nauky Avenue.

However, this is not the official deadline for the full restoration of power across the whole of Dnipro. DTEK and the regional authorities have not yet given an exact date for the completion of repairs for all consumers.

Head of the Dnipropetrovsk Regional State Administration Alexander Ganzha warned that the region’s power grid remains unstable. Any additional strain on the damaged networks could lead to further emergency power cuts.

Residents were urged to use electricity sparingly once it became available and not to switch on several high-power electrical appliances at the same time.

The metro, trams and trolleybuses have been suspended in Dnipro

A widespread power cut disrupted public transport services.

As of the morning of 31 October in Dnipro All tram and trolleybus services have been suspended due to a power cut at the traction substations.

The Underground has also temporarily suspended passenger services due to power supply restrictions required to carry out emergency repairs. Underground stations continue to operate as shelters.

Residents can use buses to get around the city, but the suspension of electric transport services has led to an increase in the burden on road transport routes.

The city council has announced that tram, trolleybus and underground services will resume once the electricity supply has stabilised.

Disruptions to water, internet and mobile phone services

The prolonged power cut also caused problems for other municipal services.

According to reports from local residents and correspondents, there have been disruptions to the water supply in parts of Dnipro. Power cuts and voltage fluctuations are affecting the operation of the pumping equipment.

Problems with mobile connectivity and internet access are also being reported. During prolonged power cuts, the backup power supply for telecommunications equipment may gradually run out, which hinders the operation of the networks.

There are ‘Resilience Points’ operating across the city where, provided you have the necessary equipment, you can recharge your mobile devices and access communication services. The addresses of the nearest points are available on the open map of Dnipro.

Energy facilities in other regions have also come under attack

Widespread power cuts in the Dnipropetrovsk region were the result of yet another series of Russian attacks on Ukraine’s critical infrastructure.

According to Zelenskyy, on the evening of 30 October, Russian drones attacked a combined heat and power plant in Kyiv, and on the morning of 31 October, a combined heat and power plant in Shostka, in the Sumy region. In addition, Russian forces carried out strikes on railway infrastructure in Dnipro and Kharkiv.

As a result of damage to the power grid, a difficult situation regarding the electricity supply is being experienced in several regions at once.

The President said that repair teams are working to clear up the damage caused by the attacks, and that the restoration of power supply depends on the extent of the damage and the security situation.
