Following another patrol on 31 October, Taipei accused Beijing of harassing civilian vessels and unlawfully extending its jurisdiction to waters off the east coast. The Taiwanese authorities fear that such operations may be a prelude to a naval blockade capable of cutting the island off from international supplies.

Briefly about the main points

China has stepped up patrols of maritime routes to the east of Taiwan.

Taipei has accused the Chinese coastguard of harassing vessels.

Taiwan is concerned that Beijing is preparing for a possible naval blockade.

Chinese ships have also entered the restricted waters near the Pratas Islands.

Chinese ships have begun to lay down their own rules at sea

On 31 October, China dispatched two coastguard vessels — the Hushi (1308) and the Meishan (2303) — to Taiwan’s east coast. Beijing described the operation as a routine law enforcement patrol aimed at maintaining order and ensuring the safety of shipping.

Chinese state media have released a video in which the crew of one of the vessels reports via radio that they are carrying out law enforcement activities and offers assistance to other vessels. The footage also shows an unidentified fishing trawler.

Taipei viewed these actions as an attempt to impose Chinese jurisdiction on civilian shipping. Taiwan Coast Guard dispatched its own vessels, including the patrol vessel Ji An, to monitor the Chinese group.

The ministry emphasised that Taiwan has sovereign rights and jurisdiction within its exclusive economic zone, and that China cannot unilaterally carry out law enforcement activities there.

The Chinese Coast Guard’s activity east of the island has increased significantly since June 2026. Previously, Beijing’s main operations had been concentrated primarily in the Taiwan Strait and around the small islands controlled by Taipei.

Why is Taiwan’s east coast of strategic importance?

The deployment of Chinese patrols into the Pacific Ocean is changing the nature of the maritime standoff. Whilst the Taiwan Strait separates the island from mainland China, the east coast provides access to the open ocean.

It is precisely via these waters that Taiwan expects to receive international aid and critically important supplies in the event of a large-scale conflict. In particular, routes from the east could be used for supplies from the US and other partners.

China is gradually strengthening its presence not only through its navy, but also through its coastguard, research vessels and fishing boats, which can carry out support tasks.

On 29 October, the Secretary of Taiwan’s National Security Council Joseph Wu reported that more than 50 Chinese military and other government vessels were deployed in the waters between Japan, Taiwan and the Philippines.

Such activity allows Beijing to step up the pressure without formally declaring a military operation. At the same time, Taiwan is forced to constantly deploy its own vessels for surveillance and to respond.

How China could organise a naval blockade of Taiwan

Analysts at the US-based Centre for Strategic and International Studies (CSIS) are considering several scenarios for possible restrictions on the island’s maritime links.

The first is partial maritime isolation under the guise of law enforcement measures. The Chinese Coastguard may demand additional document checks, stop individual merchant vessels or impose its own rules on the use of maritime routes. Such actions will create problems for international carriers even without the use of weapons.

The second scenario involves restricting access to certain ports. This primarily concerns major trade hubs through which Taiwan receives industrial raw materials, food and energy resources.

The most extreme option is — a full-scale naval blockade involving warships, aircraft and other forces of the People’s Liberation Army of China.

According to CSIS, such an operation could cause serious damage to Taiwan’s economy, particularly its energy sector. The island relies on imports of oil, natural gas and coal, most of which are delivered by sea.

However, a blockade would also pose a risk to China itself. A significant proportion of international trade, including Chinese cargo, passes through the Taiwan Strait. Researchers also warn that a military blockade could quickly escalate into a large-scale armed conflict.

Taiwan has reported a new standoff near the Pratas Islands

Whilst patrolling the east coast, a Chinese coastguard vessel approached the Pratas Islands, also known as Dongshu, which are under Taiwanese control in the South China Sea.

On 31 October, Chinese vessel No. 3102 entered a restricted area near the islands with its Automatic Identification System (AIS) switched off. The Taiwanese Coastguard dispatched a vessel to escort it and demanded that it leave the area.

During the confrontation, the distance between the vessels narrowed to approximately one nautical mile.

According to official figures from Taipei, since the start of 2026, the Taiwanese Coastguard has carried out 13 operations to drive Chinese vessels out of the waters near the Pratas Islands.

China continues to insist that its patrols are carrying out lawful activities in waters which Beijing considers to be under its jurisdiction. Taiwan rejects these claims and alleges a breach of international law.

As of 1 November, there is no naval blockade of Taiwan. At the same time, regular Chinese patrols, radio warnings to merchant vessels and attempts to extend law enforcement activities to new areas demonstrate Beijing’s gradual intensification of pressure on the island’s maritime traffic.

Китай розширює
