The average gross salary of employees in central executive bodies stood at 63.88 thousand UAH, which is 4.8 thousand UAH more than a year earlier. At the Constitutional Court, the average judicial remuneration reached 586.9 thousand UAH. The relevant figures have been published on the Ministry of Finance’s official website.

Key points at a glance:

The average salary paid to employees of central executive bodies was 63.88 thousand UAH.

The highest figure among central government bodies is recorded by the NEURC: 105,800 UAH.

At the Constitutional Court, the average judge’s salary reached 586,900 UAH.

The number of employees in state bodies has fallen to 165,400.

The salaries shown include one-off payments and are not fixed salaries.

Where do civil servants earn the highest salaries?

According to the information Ministry of Finance, the highest average wage among central government bodies in September was recorded at the National Commission for State Regulation of Energy and Public Utilities (NKREKP).

Average accrued salary The total remuneration of this regulator’s staff amounted to 105,800 UAH.

The top five government bodies with the highest performance figures also included:

NEURC — 105,800 UAH;

NAZK — 99,5 thousand UAH;

The Secretariat of the Verkhovna Rada of Ukraine — 96,800 UAH;

Ministry of Social Policy, Family and Unity of Ukraine — 96,300 UAH;

Antimonopoly Committee of Ukraine — 94,300 UAH.

On average, employees of central executive bodies were paid 63,880 UAH per month. Compared with September 2025, this figure rose by approximately 8%.

The Ministry of Finance explained that the rise in average payments was influenced, in particular, by the holiday season and the payment of financial assistance for health retreats.

How much do judges earn in Ukraine?

Separately, the Ministry of Finance has published figures on the average remuneration paid to judges in the higher courts.

The highest amount was recorded at the Constitutional Court of Ukraine — 586,900 UAH for September.

Other indicators:

Constitutional Court of Ukraine — 586,900 UAH;

Supreme Court — 332,000 UAH;

The High Qualification Commission of Judges of Ukraine — 296,300 UAH;

High Council of Justice — 293,300 UAH;

High Anti-Corruption Court — 290,300 UAH.

Consequently, the average figure for the Constitutional Court was almost twice as high as that for the Supreme Court.

At the same time, these figures should not be interpreted as a guaranteed monthly income for each judge. They represent average payments for a specific reporting month, rather than individual basic salaries.

The number of staff in government bodies is falling

Despite the rise in average salaries, the number of staff in government bodies continues to fall.

According to the Ministry of Finance, 165,400 people were actually in work in September 2026.
