According to him, under the leadership of Mykola Kalashnyk, the regional administration awarded contracts worth over half a billion hryvnias, without open tenders, to companies that allegedly lacked the necessary staff and equipment. The volunteer claims that some of the work has still not been completed, even though the contractors received substantial advance payments.

Briefly about the main points

Sternenko has alleged possible irregularities during the construction of protective structures for substations in the Kyiv region.

According to him, contracts worth over 500 million hryvnias were awarded without open tenders.

The volunteer claims that some of the contractors did not have the necessary resources for the construction work.

The Ministry of Reconstruction had previously begun an audit of the readiness of substations and the use of advance payments.

Sternenko announced contracts worth over 500 million hryvnias

In his message Sternenko linked the issues surrounding the protection of the Kyiv region’s energy infrastructure to the organisation of the construction of protective structures at substations.

According to the volunteer, work has not been carried out at all on some of the sites, whilst on others it has been only partially completed or has significant shortcomings.

He claims that whilst he was there Mykola Kalashnyk Whilst serving as head of the Kyiv Regional Military Administration, direct contracts were awarded for the construction of defences for energy facilities, with a total value of over 500 million hryvnias.

Some of the allegations relate to contracting firms. According to Sternenko, some of them did not have sufficient labour and technical resources to carry out large-scale construction contracts. The volunteer also claims that there are criminal investigations involving these companies.

At the same time, the widely circulated report does not provide a complete list of contracts, the names of all contractors, the results of the construction survey, or documents confirming the actual scope of uncompleted works.

The mere fact that there was no open tender does not in itself prove that the procurement was unlawful: during a state of emergency, the law provides for specific cases in which direct contracts may be concluded. In order to assess specific procurements, it is necessary to examine the grounds on which they were carried out and whether the terms of the contracts were fulfilled.

In the Kyiv region, checks are already being carried out on the use of advance payments and the readiness of substations

Problems relating to the implementation of energy security measures in the Kyiv region had previously been the subject of a separate investigation by the Ministry of Recovery, Infrastructure and Transport.

In October, the Deputy Minister was tasked with coordinating the work Ruslan Oliinyk. The working group that was set up was tasked with reviewing the readiness of the substations, the use of budget funds, the project documentation and the reasons for the delays.

A separate area of focus has been identified as the reconciliation of advance payments with the work actually carried out. This involves checking acceptance certificates, construction costs, payments to contractors and any amounts that have not yet been substantiated by the work carried out.

The working group is to implement most of the priority measures by 15 November.

At the same time, there are as yet no public findings from the investigation that would confirm the breaches alleged by Sternenko in relation to specific contracts.

1.1 billion hryvnias have been allocated for the protection of substations

According to the Ministry of Recovery, as of construction of the second level of protection The state has allocated around 1.1 billion hryvnias for priority 110 kV substations in the Kyiv region. Of this amount, approximately 700 million hryvnias has already been transferred to contractors as advance payments.

The initial cost of the defence projects was 1.7–1.8 billion hryvnias. Following a review of the technical specifications and taking into account the recommendations of the General Staff, the total budget rose to 2.3 billion hryvnias.

Deputy Minister Ruslan Oliinyk explained that the additional costs are linked, in particular, to an increase in the volume of steelwork and changes to the design of the protective structures. According to him, the preliminary cost of the work already carried out and the materials purchased is estimated at approximately 1.2 billion hryvnias. This figure covers not only the work that has been completed and accepted by the client.

The Ministry also emphasises that the level of state funding does not yet cover the full updated cost of protecting the substations.

The figures provided by the department relate to the programme as a whole and do not automatically substantiate the allegations regarding the specific contracts referred to by Sternenko.

Kalashnik headed the Kyiv Regional State Administration until July 2026

Mykola Kalashnyk headed the Kyiv Regional Administration from March 2025 to July 2026. He subsequently became Minister for Recovery, Infrastructure and Transport of Ukraine.

On 30 October, during a speech in the Verkhovna Rada, the minister announced that work is underway in Ukraine to construct engineering defences for 601 critical components at substations and heat and water supply facilities.

According to his figures, the overall progress of the work stands at 72%, and 109 protective structures have already been completed. A further 134 structures are scheduled for completion in November and 197 in December.

Kalashnik also stated that 67.6 billion hryvnias have been earmarked for the implementation of resilience plans in 2026, whilst an additional 60 billion hryvnias or so is required to complete the projects already underway and to construct the next phase of the defence system.

However, national figures do not make it possible to determine the actual condition of each substation in the Kyiv region.

At the time of writing, no public response from Mykola Kalashnyk specifically addressing Sternenko’s new allegations had been found.

Why is the protection of substations critically important for the Kyiv region?

High-voltage substations They ensure the transmission of electricity between grids and its subsequent distribution to consumers. Damage to transformers or switching equipment can cause widespread power cuts even without the destruction of power stations.

That is precisely why special protective structures are built for substations, designed to minimise the effects of explosions and damage from flying debris.

The first level of protection involves relatively simple engineering solutions. The second involves more complex concrete and metal structures surrounding critical equipment.

That said, it cannot be claimed that every large-scale power cut in the Kyiv region is caused specifically by incomplete protective measures. The consequences of Russian strikes are influenced by the nature of the attack, damage to the grid, equipment redundancy and the ability to reroute the power supply.

It is only possible to determine whether alleged breaches during specific construction works led to further failures following a technical inspection and a comparison of the damage with the actual condition of the protective structures.

Волонтер Сергій
