The document, which runs to around 200 pages, has already been submitted to EU member states for consideration. The new rules are expected to come into force in the first quarter of 2028, following final approval.

Briefly about the main points

The UK and the EU have agreed on a draft agreement to simplify trade in foodstuffs.

The document provides for the abolition of most veterinary certificates and border checks.

British producers will be able to resume exports of certain meat and agricultural products.

The new rules may come into force in the first quarter of 2028, following their approval.

Political approval of the agreement is expected at the summit on 20 November in Brussels.

Which restrictions between the UK and the EU are set to be lifted?

The agreement concerns sanitary and phytosanitary (SPS) measures governing trade in foodstuffs, animals, plants and related products.

Following the UK’s withdrawal from the EU single market, British exporters have faced additional documentary checks, certification requirements and delays at the border. These costs have been particularly burdensome for small manufacturers.

The new document provides for the abolition of most of these requirements. In particular, businesses will no longer have to obtain export veterinary certificates costing up to £200 per consignment and phytosanitary certificates costing around £25.

There are also plans to abolish some of the fees for inspections, checks on organic produce and additional procedures at ports.

The changes are intended to facilitate trade in meat, dairy products, fish, eggs, vegetables, fruit, plants and flowers.

British producers will be able to resume exports of certain products

One of the practical outcomes of the agreement could be the resumption of supplies to the European Union of goods whose export had been hampered or effectively suspended following Brexit. This includes, in particular, fresh sausages, semi-processed meat products, certain types of shellfish and seed potatoes.

The reduction in the number of inspections should also make it easier for British shops to purchase small batches of European products. Following the introduction of additional certification requirements, importing cheese, meat products and other perishable goods became too expensive for many small retailers.

According to the British National Farmers’ Union, food exports to the EU following Brexit fell by about a third. Suppliers of eggs, chicken and potato products were hit hardest.

The British Government estimates the potential economic benefit of the new agreements at 5.1 billion pounds sterling per year. This is a projected figure, not revenue already received.

When the new agreement comes into force

The agreed document is due to be presented to the ambassadors of the EU Member States on 4 November. Political approval is expected at the UK–EU summit scheduled for 20 November in Brussels.

London had originally planned to introduce the new trade rules in 2027. However, according to The Guardian, implementation has now been postponed until the first quarter of 2028.

An additional six-month transition period may apply to certain categories of products.

One of the conditions of the agreement will be the alignment of UK standards on food safety, veterinary and phytosanitary controls with European Union regulations. In certain areas, the UK will also have to take account of future changes to European legislation.

The new rules will affect Northern Ireland

The agreement provides for the simplification of the movement of goods between Great Britain and Northern Ireland.

There are plans to abolish a significant proportion of the checks, certificates and the special «Not for EU» labelling currently applied to certain goods in Northern Irish shops.

At the same time, representatives of Northern Ireland’s unionist parties have already expressed reservations that the new agreement will not remove all trade restrictions.

At the same time, London and Brussels are discussing cooperation in the electricity market, the emissions trading scheme and a separate programme for youth travel and employment.

These issues remain under discussion. An agreement on food trade does not mean that the UK will return to the European Union or its single market as a whole.

Велика Британія та
