Potential targets could include not only Russian troops, but also military bases, weapons depots, defence industries and infrastructure supporting military operations.

Briefly about the main points

NATO is considering strikes deep inside Russia in the event of an attack on Alliance countries.

Potential targets will include military bases, depots, defence factories and logistics infrastructure.

In June, NATO Command held its first symposium on long-range strikes.

European allies are building up their missile capabilities, but developing new systems takes time.

NATO is changing its approach to defence against a Russian attack

For decades, NATO’s defence planning has relied heavily on the ability to halt an adversary at the borders of member states. However, the experience of Russia’s full-scale war against Ukraine has forced the military to reassess the effectiveness of this approach.

The Alliance command is now considering a concept of deterrence based on depriving the enemy of the ability to continue its offensive. This involves striking not only the troops directly engaged in combat operations, but also the facilities that provide them with supplies, command and control, and reinforcements.

In the event of Russian aggression, targets for long-range strikes could be located hundreds of kilometres from the line of contact, including deep within Russian territory.

Supreme Commander of NATO’s Allied Forces in Europe, General Alexus Grinkiewicz explained that the Alliance’s task would be, first, to repel the attack and, second, to destroy the system that enables the enemy to continue the war.

This refers to the use of conventional weapons without escalating to a nuclear conflict.

NATO military personnel held their first separate meeting on long-range strikes

In June 2026, at the headquarters of the Joint Command NATO The first specialised Deep Strike Symposium, dedicated to high-precision long-range strikes, took place in Mons, Belgium.

The meeting was attended by military leaders from Alliance member states, representatives of the defence industry and NATO command. The participants discussed the types of weaponry required, their deployment and their integration into defence plans.

Particular attention was paid to long-range missiles, drones and control systems capable of rapidly detecting targets and ensuring their destruction.

The US military already possesses a substantial arsenal of long-range weapons, whilst its European allies are seeking to build up their own capabilities. In particular, this involves the development of cruise missiles and the expansion of the limited stockpiles of existing systems.

At the same time, developing new types of weaponry and establishing their mass production may take several years.

Ukraine’s experience has influenced the Alliance’s military planning

One of the factors behind the review of the strategy was the experience gained from Ukrainian long-range strikes against Russian military infrastructure.

According to military planners, the destruction of depots, production facilities and logistics infrastructure could weaken the enemy’s offensive capabilities even before its troops come into direct contact with the defences.

This approach also helps to reduce the burden on air defence, as it is designed to limit the enemy’s ability to launch further attacks.

However, the implementation of the concept will depend not only on the availability of missiles and drones.

As the WSJ points out, the question remains as to whether European governments are politically prepared to authorise strikes against targets on Russian territory, even in the event of a direct attack by Russia on a NATO member state.

At present, the focus is on defence planning in the event of a future conflict, rather than on a decision by the Alliance to launch strikes against Russia. It is precisely the capability to carry out such operations that the military command regards as one of the means of deterring potential aggression.
