European politicians have begun discussing the possibility of increased support for Ukraine and a shift in Washington’s trade policy. Russia has stated that it has no intention of adjusting its position on the war, whilst Iran interprets the election results as a protest by the American people against the military campaign in the Middle East. Meanwhile, US allies in Asia are emphasising the need to maintain the strategic partnership regardless of the political balance of power in Washington.

Briefly about the main points

The Democrats’ victory in both houses of the US Congress has sparked a widespread international reaction.

European politicians are hoping for increased support for Ukraine and a more constructive dialogue.

Russia has stated that it will not change its policy as a result of the US election.

Iran interpreted the results of the vote as a protest against the US military campaign.

Japan and Taiwan emphasised the enduring nature of their strategic partnership with the United States.

Europe saw an opportunity for change in US policy

The Spanish Prime Minister was one of the first to react to the results of the US election Pedro Sánchez. In a social media post X He interpreted the Democrats’ victory as a rejection by voters of the policies he holds responsible for the economic downturn, social polarisation and the neglect of climate issues.

Sánchez also drew a parallel with the political changes in Brazil and expressed the hope that a similar outcome would eventually be seen in Spain. His statement had not only an international but also a domestic political context: the Spanish Prime Minister has long been at odds with right-wing forces that support some of Trump’s political approaches.

Prime Minister of Norway Jonas Gar Støre was more reserved. He said voting results a clear sign of a shift in the mood of American society.

In his view, political forces whose positions are closer to those of Norway on issues such as climate change, environmental protection, international aid and foreign policy will gain ground in Congress.

This is important for European governments following a prolonged period of disagreement with Washington over trade tariffs, international climate commitments and approaches to international security.

At the same time, most European politicians do not expect an automatic return to the transatlantic relations that existed prior to Trump’s second presidential term.

The European Parliament is hoping for increased support for Ukraine

The European Parliament expects that a democratic majority in the US Congress could help to bolster support for Ukraine.

Members of the European Parliament responsible for security and relations with the US paid particular attention to the election results.

Vice-President of the European Parliament Kristel Schaldemose She noted that the new majority in Congress could have a positive impact on US support for Ukraine, international climate policy and Washington’s relations with its European partners.

At the same time, she cautioned against having unrealistic expectations. Even with a democratic majority, the European Union must continue to strengthen its own defence capabilities and reduce its dependence on US decisions.

The Belgian Minister of Defence expressed a similar view Theo Franken. He predicts a difficult relationship between the White House and Congress due to domestic political polarisation.

Franken emphasised that US trade policy, support for Ukraine and the future will remain the key issues for European countries NATO.

Chair of the European Parliament’s Committee on International Trade Bernd Lange He also views the election results as an opportunity to resume a more constructive dialogue with the US. However, he warned that American protectionism would not disappear simply because of a change in the majority in Congress.

According to Lange, the EU must retain the ability to defend its economic interests independently. European companies have already faced the consequences of the Trump administration’s trade restrictions, and future decisions on tariffs and industrial policy remain unpredictable.

For Ukraine, the change in control of Congress opens up the possibility of more active legislative support. However, the allocation of new aid, its funding and practical implementation will depend on negotiations between lawmakers and the presidential administration.

Moscow does not expect to change its policy towards Ukraine

In Russia, the reaction to the election results was considerably more subdued.

Deputy Minister of Foreign Affairs of the Russian Federation Sergey Ryabkov stated that the Democratic Party leadership has traditionally taken a negative stance on relations with Moscow. At the same time, he emphasised that Russian foreign policy, including its approach to the war against Ukraine, would not depend on a change in the political majority in the US.

According to Ryabkov, Moscow will continue to act in accordance with the decisions of the Russian leadership, regardless of the outcome of the US elections.

Kremlin spokesman Dmitry Peskov emphasised that Donald Trump remains President of the United States and therefore retains his powers in the field of foreign policy.

Peskov expressed the hope that Washington would continue its diplomatic initiatives aimed at resolving the war. He also mentioned preparations for a new round of trilateral talks, without specifying the final format or the composition of the participants.

Moscow is effectively drawing a distinction between the change in the parliamentary majority and Trump’s presidential powers. This approach allows the Kremlin to maintain its focus on negotiations with the White House, even if the new Congress adopts a tougher stance towards Russia.

That said, the specific implications of the election for US military aid to Ukraine remain unclear.

In Iran, the election results were described as a protest against the war

Tehran’s reaction was one of the most strongly worded.

Speaker of the Iranian Parliament Mohammad Bagher Ghalibaf stated that American voters had spoken out against the continuation of the war. He also warned Washington of the consequences of ignoring these sentiments.

Tehran attributes the Republicans’ losses to the US military campaign against Iran, which has caused significant disruption to energy markets and a rise in global oil prices.

However, the election results cannot be explained solely by the issue of the war. American voters also expressed concerns about inflation, the cost of food and fuel, trade policy and the administration’s domestic decisions.

European politicians from the right have also highlighted the military aspect.

Co-leader of the German party «Alternative for Germany» Alice Weidel She stated that Trump had previously promised to abandon the policy of military intervention abroad, but had failed to honour that commitment. In her view, this contradiction was one of the reasons for the Republicans’ defeat.

The leader of the French «National Rally» Jordan Bardella He also linked the election results to the war against Iran and its economic consequences. He emphasised that rising oil prices affect not only Americans but also the purchasing power of Europeans.

Deputy Prime Minister of Italy Matteo Salvini expressed a similar view. In his opinion, international conflicts, geopolitical tensions and the rising cost of living have become key factors influencing voter sentiment.

Japan and Taiwan have emphasised that their relations with the US remain unchanged

Unlike European politicians, who are actively analysing possible changes in US policy, Washington’s key partners in Asia have emphasised the continuity of bilateral relations.

Secretary-General of the Cabinet of Japan Minoru Kihara stated that the US-Japan alliance remains the cornerstone of Tokyo’s foreign and security policy, regardless of the election results.

The Japanese Government considers a strong partnership with the US to be particularly important in the face of growing international instability and escalating security challenges in the region.

Taiwan’s Ministry of Foreign Affairs has also confirmed its intention to cooperate with both US political parties.

Officials in Taipei emphasised that bilateral relations have traditionally been underpinned by the support of both the US Congress and the US executive branch. The Taiwanese side intends to deepen cooperation in the fields of security, trade, technology and education.

For Taiwan, maintaining cross-party consensus in Washington is of particular importance given its strained relations with China.

In South Africa, there is talk of a new phase in international relations

President of the Republic of South Africa Cyril Ramaphosa He also responded to the change in the majority in the US Congress.

He stated that the election results could mark the beginning of a new phase in international relations, as American voters had established a different political balance between the president and the legislature.

Relations between Pretoria and Washington during Trump’s second term in office were strained due to differences over foreign policy, trade and a series of diplomatic disputes.

However, Ramaphosa refrained from predicting any specific changes in US policy towards South Africa, limiting himself to assessing the overall political significance of the elections.

The Czech Republic and Belgium warn of a possible blockage of decisions in Washington

Prime Minister of the Czech Republic Andrej Babiš drew attention to the institutional implications of the democratic victory.

In his view, during the final two years of Trump’s presidential term, US politics may centre on conflicts between the White House and Congress, presidential vetoes and attempts at parliamentary oversight.

Babiš also did not rule out further discussions regarding the impeachment procedure. At the same time, he acknowledged that the president retains considerable scope to act independently in areas falling within the remit of the executive branch.

The Czech Prime Minister expressed the hope that Trump would return to his promises to end the war in Ukraine and resolve the conflict surrounding Strait of Hormuz.

Belgian officials have voiced similar concerns. Due to deep divisions between Democrats and Republicans, reaching decisions on the budget and legislation may become more difficult.

However, the change in the majority does not deprive Trump of his veto power or his presidential powers. The new Congress will be able to block or amend some of his initiatives, but it will not be able to control all the administration’s decisions.

Within Europe itself, right-wing parties have differed in their assessments of Trump’s defeat

The results of the US election have become a topic of debate amongst European parties that had previously supported the US President’s political agenda.

Alice Weidel and Jordan Bardella highlighted the discrepancy between Trump’s promises to scale back US involvement in foreign conflicts and the decision to launch a war against Iran.

In contrast, a representative of the Romanian opposition Alliance for the Union of Romanians, a sociologist Dan Dungaciu, urged people not to exaggerate the political implications of a democratic victory. In his view, the US President remains an influential head of the executive branch, although his ability to push through legislative initiatives without reaching agreements with Congress is significantly curtailed.

Dungaciu also expressed doubt that Democrats and Republicans hold fundamentally opposing views on the US presence in Europe.

The co-leader of the German Left Party took a different stance Ines Schwertner, which interpreted the election results as a defeat for right-wing political forces within a broader international context.

Obama has called on Democrats to prepare for two years of confrontation with the White House

Former US President Barack Obama welcomed the results of the mid-term elections, emphasising that American voters expect politicians to provide concrete solutions to their everyday problems.

He thanked the candidates who won in traditionally Republican constituencies, as well as the electoral commissions and volunteers from both parties for organising the vote.

According to Obama, the Trump administration still has two years left in office, during which the Democrats must use their powers to advance their own initiatives and exercise parliamentary oversight.

To achieve this, the party will have to maintain unity amongst representatives of its various political wings, who may hold differing views on economic policy, social spending and international security.

An American entrepreneur Elon Musk, which spent hundreds of millions of dollars In support of the Republicans, he reacted to the results much more briefly. On the social media platform X, he sarcastically suggested that his fictional space lasers designed to interfere with the election hadn’t worked this time round.

What will change for Ukraine, NATO and the global economy

A Democratic victory would mean a significant change to the decision-making process in Washington, but not an automatic overhaul of the whole of US foreign policy.

The new Congress, which will take office in January 2027, will be able to exercise greater oversight of the administration’s activities, conduct parliamentary inquiries, set budgetary priorities and influence the appointment of officials.

For Ukraine, one of the key issues will be the continued funding of defence aid. Representatives of European institutions hope that a democratic majority will ensure greater predictability in US support for Kyiv. At the same time, specific aid packages will require separate political and budgetary decisions.

As regards NATO, European governments are seeking to retain US security guarantees whilst simultaneously strengthening their own defence capabilities. This approach was established even before the election and, according to EU officials, will not depend on the outcome of the US election.

In the field of trade, a Democratic majority may strengthen parliamentary scrutiny of White House decisions, but the President’s scope to use certain trade instruments remains considerable. European and Asian partners are therefore not expecting all restrictions to be lifted any time soon.

The strongest international reaction concerns the war with Iran. Rising oil and fuel prices are being felt not only by American consumers, but also by the economies of Europe and Asia. However, even a Democratic majority in Congress does not guarantee an immediate halt to military operations.

The first decisions taken by the new US Congress in 2027 will reveal the extent to which the shift in the political balance will affect US foreign policy, relations with European allies and support for Ukraine.

Перемога Демократичної
