The new sanctions target 254 individuals and legal entities, dozens of Russian banks, financial institutions and vessels belonging to the shadow fleet. At the same time, Bern has decided not to include two Russian citizens on the sanctions list for the time being, citing foreign policy and legal considerations. Separately, Switzerland has removed Russian billionaires Alisher Usmanov and Mikhail Fridman from the list.

Briefly about the main points

Switzerland has joined the EU’s 21st round of sanctions against Russia and Belarus.

The sanctions affected 254 individuals and organisations, as well as 41 vessels belonging to the shadow fleet.

Six people, including Usmanov and Friedman, have been removed from the sanctions list.

Bern specifically refused to include two unnamed Russian citizens on the list.

The new sanctions tighten controls over banks, cryptocurrencies and drone manufacturing.

A total of 254 individuals and organisations have been subject to sanctions

The Swiss Government has decided to align national restrictions with The 21st round of EU sanctions, which the European Union adopted on 23 July 2026.

The new measures involve the freezing of assets belonging to 254 individuals, companies and organisations, as well as a ban on providing them with economic resources. Individuals on the sanctions list are prohibited from entering Switzerland or transiting through its territory.

Tighter export controls have been extended to a further 41 companies, including those registered outside Russia.

In addition, a ban has been introduced on transactions involving 33 Russian banks, one bank from a third country, 17 financial institutions and cryptocurrency service providers, as well as a number of other companies.

The restrictions affected four Russian airports and two seaports.

A further 41 vessels from Russia’s shadow fleet have been subject to restrictions

A separate set of sanctions is aimed at Russian oil exports.

Switzerland has extended the restrictions to a further 41 vessels linked to Russia’s shadow fleet. Prohibitions on the purchase, sale and provision of certain services apply to these vessels.

The term ‘shadow fleet’ refers to the network of tankers that Russia uses to transport oil, particularly in the face of international sanctions and price caps.

The Swiss Government has also introduced a requirement to report the sale or transfer of ownership of liquefied natural gas tankers to third countries. The aim of this measure is to reduce the scope for circumventing the restrictions currently in place.

At the same time, Bern has extended until 31 March 2028 a specific exemption from the ban on the transport of Russian crude oil and related services for certain shipments to Japan.

Switzerland has removed Usmanov and Friedman from the list

In parallel with the introduction of new restrictions, the Swiss Federal Department of Economic Affairs, Education and Research has updated the existing individual sanctions lists.

Six individuals and one company were removed from the list in accordance with previous decisions by the European Union.

Among those arrested are Russian billionaires Alisher Usmanov і Mikhail Friedman, which had been subject to European sanctions since 2022.

The European Union decided not to extend the targeted restrictions against these businessmen on 22 September 2026, when it agreed on the continuation of sanctions against Russian individuals and legal entities.

The compromise was preceded by disputes between EU countries. France insisted on the removal of Usmanov, whilst Luxembourg insisted on the removal of Friedman.

The decision drew criticism from Ukraine and certain European countries, which had argued in favour of maintaining the restrictions.

Bern has refused to impose sanctions on two more Russians

Separately, the Federal Council announced that it had decided not to include two Russian citizens on the sanctions list for the time being.

The government explained that this was necessary in order to take account of foreign policy and legal considerations. The names of these individuals were not disclosed in the official statement.

This decision differs from the removal of six individuals from the current sanctions list, which included Usmanov and Friedman.

Switzerland has also decided not to extend the tightened export controls to 14 companies from a third country for the time being. According to the government, the measures introduced as part of the previous sanctions package are intended to prevent these exemptions from being used to circumvent trade bans.

The new restrictions have affected cryptocurrencies and drone manufacturing

Switzerland has extended restrictions on the cryptocurrency sector within the financial sector.

From now on, Russian citizens and persons residing in Russia are prohibited from acquiring shares in Swiss companies that provide cryptocurrency services. The ban applies to all types of such services.

Trade sanctions have also been tightened on goods that could be used to bolster Russia’s military and technological capabilities.

Particular attention has been paid to the aerospace sector and the manufacture of unmanned aerial vehicles. In addition, restrictions on the import of goods of economic importance to Russia have been extended.

Switzerland has also joined the EU’s additional measures against Belarus, introduced because of the country’s involvement in supporting Russia’s war against Ukraine.

The updated personal sanctions lists came into effect at 23:00 on 4 November, whilst the new sectoral restrictions came into force on 5 November 2026.

Швейцарія
