Mayor Vitali Klitschko responded by stating that the central government had failed to approve the city\u2019s resilience plan for half a year, and that without adequate protection of energy infrastructure by air defence systems, it is impossible to ensure a stable electricity supply. The dispute escalated on 6 November, when the capital continued to suffer from prolonged power and water cuts.<\/p>\n<div class=\"news-summary-box\"><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>Zelenskyy described the situation regarding electricity and water supplies in Kyiv as the most difficult in Ukraine.<\/li>\n<li>The President attributed the prolonged power cuts to the capital\u2019s authorities\u2019 failure to implement decisions.<\/li>\n<li>Klitschko stated that approval of the capital\u2019s resilience plan had been delayed by six months.<\/li>\n<li>The mayor emphasised the need to protect energy infrastructure with air defence systems.<\/li>\n<li>Russian strikes have caused further power cuts in seven regions.<\/li>\n<\/ul>\n<\/div>\n<h2>Zelenskyy described the situation in Kyiv as the most difficult in Ukraine<\/h2>\n<p>Following a conference call on dealing with the aftermath of the Russian strikes, the President stated that Kyiv is facing the greatest challenges in restoring electricity and water supplies. According to him, residents of the capital and businesses have been without basic utilities for a long time, although some of these problems could have been avoided through timely preparations for winter.<\/p>\n<p>Zelenskyy attributed the situation to a failure to implement decisions at local level. He stated that the government is speeding up reconstruction work, whilst Ukraine is negotiating with its European partners regarding <a href=\"https:\/\/ukrmedia.news\/en\/economics\/generator-italy-azerbaydzhan-kyiv\/\">additional generators<\/a>, cables and other equipment. In particular, negotiations were held with Spain and Germany.<\/p>\n<p>The criticism came following protests by Kyiv residents, who blocked roads on 4 November due to a power cut that had lasted for several days. Commenting on one such incident, the president stated that there were not enough repair workers at the power station and that a faster response to breakdowns was needed.<\/p>\n<h2>Klitschko accused the central government of delaying the resilience plan<\/h2>\n<p>The Mayor of Kyiv has rejected accusations of inaction. According to him, an energy task force comprising specialists was set up in the capital back in the spring, which drew up various scenarios for the operation of the city\u2019s systems during heavy shelling. At the same time, the central authorities failed to approve Kyiv\u2019s resilience plan for six months.<\/p>\n<p>Klitschko emphasised that local authorities are responsible for the preparation and restoration of public infrastructure, but cannot ensure this on their own <a href=\"https:\/\/ukrmedia.news\/en\/suspilstvo\/sternenko-kalashnyk-zakhyst-pidstantsii-kyivshchyna\/\">protection of energy facilities<\/a> from missiles and drones. In his view, given the current intensity of the attacks, even reinforced shelters cannot guarantee the safety of critical equipment.<\/p>\n<p>The dispute also has a political dimension. Relations between the president and the mayor of Kyiv have remained strained for several years, particularly due to the division of powers between the city council and the capital\u2019s military administration. Reuters notes that Klitschko has repeatedly complained about the lack of direct communication with Zelenskyy, whilst the president has criticised the way officials in the capital have been working together.<\/p>\n<h2>Power cuts, water cuts and disruption to transport services<\/h2>\n<p>Amid the political conflict, Kyiv continues to deal with the aftermath of attacks on its energy infrastructure. The capital is experiencing prolonged emergency power cuts, as well as disruptions to water supply and heating. Power cuts are also affecting the operation of the underground and surface public transport.<\/p>\n<p>6 November: the Deputy Minister for Energy <strong>Artem Nekrasov<\/strong> reported new power cuts in seven regions of Ukraine: Vinnytsia, Dnipropetrovsk, Zhytomyr, Zaporizhzhia, Kyiv, Kharkiv and Chernihiv. The situation remains most challenging in the capital region, where damage to power infrastructure is forcing the continuation of grid restrictions.<\/p>\n<p>The day before, Volodymyr Zelenskyy appealed to participants at the international summit in Madrid, calling on them to help Ukraine with transformers, cables and generators. The President stated that Russian strikes had damaged all of the country\u2019s power stations, forcing energy workers to carry out constant repair work to prevent a nationwide
