The initiative involves drawing up alternative routes and changing traffic management arrangements in certain parts of the city. At present, the focus is on developing such a programme, rather than on the free travel scheme for all passengers that has already been introduced. The Head of State made this announcement following a discussion on the transport situation in the capital, attended by the Prime Minister, the Secretary of the National Security and Defence Council and the Minister of the Interior.<\/p>\n<div class=\"news-summary-box\"><strong>Briefly about the main points<\/strong><\/p>\n<ul>\n<li>Zelensky has instructed the government to present a programme for free travel on Kyiv\u2019s public transport.<\/li>\n<li>Plans are in place to build up a sufficient reserve of buses for the capital in the event of service disruptions.<\/li>\n<li>Government officials presented alternative transport plans and possible changes to traffic arrangements.<\/li>\n<li>The launch dates for the scheme and the terms and conditions for free travel have not yet been announced.<\/li>\n<\/ul>\n<\/div>\n<h2>A scheme for free travel is being prepared in Kyiv<\/h2>\n<p>According to <strong>Zelensky<\/strong>, the Prime Minister is to present a decision on <strong>free use of urban public transport<\/strong>. At the same time, the government must address the issue of ensuring there are sufficient reserve buses to transport passengers in the event that regular transport routes are disrupted.<\/p>\n<p>The President stated that the Prime Minister, the Secretary of the National Security and Defence Council and the Minister of the Interior had already presented options for contingency transport plans for Kyiv. The required number of buses is currently being determined, and plans are being drawn up to reorganise traffic in certain parts of the capital.<\/p>\n<p>At the same time, it has not yet been clarified whether free travel will apply to all bus, trolleybus and tram routes, or whether it will only apply under certain conditions. Nor have the date of the programme\u2019s potential launch or its sources of funding been specified.<\/p>\n<h2>Back-up buses are to provide transport during emergencies<\/h2>\n<p>The issue of alternative transport links has become more pressing following Russian attacks on Kyiv\u2019s infrastructure. In particular, on 7 November, as a result of a missile strike, there was <a href=\"https:\/\/ukrmedia.news\/en\/viyna\/pivnichnyi-mist-kyiv-poshkodzheno-7-lystopada\/\">The North Bridge has been damaged<\/a>. Due to damage to the road surface and the overhead contact line, traffic across the bridge has been temporarily suspended, and some public transport routes have been diverted via the Podil Bridge.<\/p>\n<p>Following the attack, Zelenskyy instructed the Ministry of the Interior, in conjunction with the Kyiv City State Administration, to draw up contingency transport plans and organise additional transport. The President noted at the time that there were effectively no necessary contingency routes in place at city level.<\/p>\n<p>A separate issue remains <a href=\"https:\/\/ukrmedia.news\/en\/suspilstvo\/kyiv-svitlo-voda-ekstreni-vidkliuchennia-3-lystopada\/\">the operation of electric transport<\/a> during prolonged power cuts. The Kyiv City State Administration had previously announced that buses were being prepared to cover trolleybus and tram routes. At the same time, the city authorities acknowledged that the existing bus fleet would not be able to fully compensate for the volume of passenger transport provided by electric vehicles.<\/p>\n<p>New transport plans must take these constraints into account, in particular the need for additional buses, route changes and the redistribution of passenger
