This was stated by the Minister of Social Policy Denys Uliutin during an hour of questions to the government.<\/p>\n<\/li>\n<li data-start=\"423\" data-end=\"695\">\n<p data-start=\"425\" data-end=\"695\">We are talking about initiatives <strong data-start=\"448\" data-end=\"464\">\u211613466-13469<\/strong>, that introduce a separate <strong data-start=\"484\" data-end=\"512\">basic (ore) value<\/strong> for calculating salaries, fines and fees. Removing these calculations from the subsistence level frees up the hands to raise it to the actual level.<\/p>\n<\/li>\n<li data-start=\"696\" data-end=\"941\">\n<p data-start=\"698\" data-end=\"941\">Separately, the government proposes in the draft budget for 2026 to introduce new nominal values of the PM starting from 1 January 2026 (general <strong data-start=\"803\" data-end=\"815\">3209 UAH<\/strong> etc.) are <strong data-start=\"827\" data-end=\"846\">transitional step<\/strong> to the new methodology. The decision is still to be made by the Parliament.<\/p>\n<\/li>\n<\/ul>\n<hr data-start=\"943\" data-end=\"946\" \/>\n<h2 data-start=\"948\" data-end=\"969\">What exactly is on offer<\/h2>\n<ul data-start=\"970\" data-end=\"1688\">\n<li data-start=\"970\" data-end=\"1211\">\n<p data-start=\"972\" data-end=\"1211\"><strong data-start=\"972\" data-end=\"1023\">Distinguish between the functions of the PM and the calculated values.<\/strong> PM will be redefined as a social standard that reflects <strong data-start=\"1087\" data-end=\"1126\">actual household consumption<\/strong>, rather than a \u00abtechnical\u00bb basis for hundreds of charges.<\/p>\n<\/li>\n<li data-start=\"1212\" data-end=\"1507\">\n<p data-start=\"1214\" data-end=\"1507\"><strong data-start=\"1214\" data-end=\"1254\">Introduce a basic (ore) value<\/strong> - a separate indicator that will be used in laws for official salaries, fines, administrative fees, etc. This allows <strong data-start=\"1372\" data-end=\"1406\">raise the PM to the actual level<\/strong> without an explosive impact on the budget due to automatic linkages.<\/p>\n<\/li>\n<li data-start=\"1508\" data-end=\"1688\">\n<p data-start=\"1510\" data-end=\"1688\">The package also includes point changes, in particular <strong data-start=\"1550\" data-end=\"1573\">draft law No. 13468<\/strong> on the Customs Code (part of the systemic amendments for the transition to the new model).<\/p>\n<\/li>\n<\/ul>\n<hr data-start=\"1690\" data-end=\"1693\" \/>\n<h2 data-start=\"1695\" data-end=\"1734\">How this will change payments and accruals<\/h2>\n<ul data-start=\"1735\" data-end=\"2127\">\n<li data-start=\"1735\" data-end=\"1862\">\n<p data-start=\"1737\" data-end=\"1862\">Social guarantees (tied to the PM) over time should <strong data-start=\"1789\" data-end=\"1834\">Focus on the real consumer basket<\/strong>, and not an underestimation.<\/p>\n<\/li>\n<li data-start=\"1863\" data-end=\"2127\">\n<p data-start=\"1865\" data-end=\"2127\">Public sector salaries, fines, administrative fees, etc. are transferred to <strong data-start=\"1936\" data-end=\"1955\">base value<\/strong>, which will be set separately each year are <strong data-start=\"1998\" data-end=\"2030\">removes automatic bindings<\/strong> to the PM and makes the increase in the social standard manageable.<\/p>\n<\/li>\n<\/ul>\n<hr data-start=\"2129\" data-end=\"2132\" \/>\n<h2 data-start=\"2134\" data-end=\"2155\">Procedure and terms<\/h2>\n<ul data-start=\"2156\" data-end=\"2382\">\n<li data-start=\"2156\" data-end=\"2382\">\n<p data-start=\"2158\" data-end=\"2382\">Initiatives go through committees and are included in the agenda; after approval by the Council and signature of the President <strong data-start=\"2262\" data-end=\"2318\">the updated model can be launched from 1 January 2026<\/strong> (together with the 2026 budget).<\/p>\n<\/li>\n<\/ul>\n<hr data-start=\"2384\" data-end=\"2387\" \/>\n<h2 data-start=\"2389\" data-end=\"2400\">Context.<\/h2>\n<p data-start=\"2401\" data-end=\"2805\">The current official subsistence minimum is significantly <strong data-start=\"2448\" data-end=\"2478\">lower than actual costs<\/strong> households, which has been repeatedly criticised by experts and government officials.
