For the first time <strong data-start=\"1105\" data-end=\"1133\">data transfer rate<\/strong> is defined as <strong data-start=\"1147\" data-end=\"1183\">official indicator of service quality<\/strong>, This will allow the state to control the real parameters of operators' work.<\/p>\n<p data-start=\"1257\" data-end=\"1275\">It also provides:<\/p>\n<ul data-start=\"1276\" data-end=\"1633\">\n<li data-start=\"1276\" data-end=\"1396\">\n<p data-start=\"1278\" data-end=\"1396\"><strong data-start=\"1278\" data-end=\"1309\">crowdsourced monitoring<\/strong> - users will be able to check the quality of the signal on their own through special services;<\/p>\n<\/li>\n<li data-start=\"1397\" data-end=\"1523\">\n<p data-start=\"1399\" data-end=\"1523\"><strong data-start=\"1399\" data-end=\"1423\">national roaming<\/strong> - communication will remain available even in the event of accidents or damage to a particular operator's network;<\/p>\n<\/li>\n<li data-start=\"1524\" data-end=\"1633\">\n<p data-start=\"1526\" data-end=\"1633\"><strong data-start=\"1526\" data-end=\"1551\">unification of standards<\/strong> with EU countries to simplify international roaming and improve network security.<\/p>\n<\/li>\n<\/ul>\n<h2 data-start=\"1635\" data-end=\"1670\">Transition to European standards<\/h2>\n<p data-start=\"1671\" data-end=\"1920\">Ukraine officially switches to technical standards <strong data-start=\"1717\" data-end=\"1775\">ETSI (European Telecommunications Standards Institute)<\/strong>. This means that mobile operators need to gradually upgrade their systems to ensure that the quality of communication is comparable to that of EU countries.<\/p>\n<p data-start=\"1922\" data-end=\"1978\">According to the committee, the law will allow this:<\/p>\n<ul data-start=\"1979\" data-end=\"2134\">\n<li data-start=\"1979\" data-end=\"2016\">\n<p data-start=\"1981\" data-end=\"2016\">accelerate the rollout of 5G networks;<\/p>\n<\/li>\n<li data-start=\"2017\" data-end=\"2060\">\n<p data-start=\"2019\" data-end=\"2060\">improve coverage in rural areas;<\/p>\n<\/li>\n<li data-start=\"2061\" data-end=\"2134\">\n<p data-start=\"2063\" data-end=\"2134\">create a single platform for monitoring the quality of the Internet across the country.<\/p>\n<\/li>\n<\/ul>\n<h2 data-start=\"2136\" data-end=\"2158\">Context and meaning<\/h2>\n<p data-start=\"2159\" data-end=\"2412\">The adoption of the document is part of a larger digital transformation plan to bring Ukraine closer to the European electronic communications market.
