The official Kremlin speaks of \u00abaddressing the root causes of the conflict\u00bb, while pro-Kremlin speakers and some military commentators call some of the plan's points \u00abrealistic\u00bb and taking into account Russia's demands.<\/p>\n<p data-start=\"615\" data-end=\"702\">This creates serious risks not only for Ukraine but also for the entire security system in Europe.<\/p>\n<hr data-start=\"704\" data-end=\"707\" \/>\n<h2 data-start=\"709\" data-end=\"769\">What the US plan offers and why it is beneficial to Moscow<\/h2>\n<p data-start=\"771\" data-end=\"932\">According to media leaks, the plan includes several key provisions that directly coincide with Russia's maximalist demands:<\/p>\n<p data-start=\"934\" data-end=\"1258\"><strong data-start=\"934\" data-end=\"963\">1. Territorial concessions<\/strong><br data-start=\"963\" data-end=\"966\" \/>- Recognition of Russia's control over all of Crimea, as well as most of Donetsk and Luhansk regions, not only on the actual front line, but with a \u00abmargin\u00bb in favour of Moscow.<br data-start=\"1146\" data-end=\"1149\" \/>- The actual \u00abfreezing\u00bb of the front line in Kherson and Zaporizhzhia regions with the fixation of Russian gains.<\/p>\n<p data-start=\"1260\" data-end=\"1458\"><strong data-start=\"1260\" data-end=\"1294\">2. Limitations of the Ukrainian army<\/strong><br data-start=\"1294\" data-end=\"1297\" \/>- Reducing the size of the Armed Forces, a ban on certain types of weapons and long-range missiles, i.e. weakening Ukraine's defence capability in the long term.<\/p>\n<p data-start=\"1460\" data-end=\"1630\"><strong data-start=\"1460\" data-end=\"1483\">3. Rejection of NATO<\/strong><br data-start=\"1483\" data-end=\"1486\" \/>- Direct blocking of Euro-Atlantic integration: a ban on Ukraine's accession to NATO, the status of a \u00abneutral\u00bb state without real collective defence.<\/p>\n<p data-start=\"1632\" data-end=\"1846\"><strong data-start=\"1632\" data-end=\"1673\">4. 4. russia's return to western formats<\/strong><br data-start=\"1673\" data-end=\"1676\" \/>- A number of publications mention the possibility of Russia's resumption of participation in the G8 format and partial easing of sanctions in exchange for \u00abpeace\u00bb.<\/p>\n<p data-start=\"1848\" data-end=\"2056\">In fact, this means that Russia gets <strong data-start=\"1883\" data-end=\"2002\">territorial gain, military guarantees against a strong Ukraine and a chance for partial rehabilitation in the Western system<\/strong>, Kyiv pays for it with sovereignty and security.<\/p>\n<hr data-start=\"2058\" data-end=\"2061\" \/>\n<h2 data-start=\"2063\" data-end=\"2118\">What the Kremlin says: \u00abeliminate the root causes of the conflict\u00bb<\/h2>\n<p data-start=\"2120\" data-end=\"2362\">Officially, Moscow is being cautious: Putin's spokesman <strong data-start=\"2178\" data-end=\"2195\">Dmitry Peskov<\/strong> said that any plan must \u00abaddress the root causes of the conflict\u00bb and that there are no formal talks with the US on a plan.<\/p>\n<p data-start=\"2364\" data-end=\"2407\">Translated from the Kremlin language, this means:<\/p>\n<ul data-start=\"2409\" data-end=\"2735\">\n<li data-start=\"2409\" data-end=\"2553\">\n<p data-start=\"2411\" data-end=\"2553\"><strong data-start=\"2411\" data-end=\"2438\">Legalise our claims<\/strong>:<br data-start=\"2439\" data-end=\"2442\" \/>- Ukraine's rejection of NATO;<br data-start=\"2471\" data-end=\"2474\" \/>- recognition of \u00abnew territories of Russia\u00bb;<br data-start=\"2511\" data-end=\"2514\" \/>- Limitations of the Ukrainian Armed Forces.<\/p>\n<\/li>\n<li data-start=\"2555\" data-end=\"2735\">\n<p data-start=\"2557\" data-end=\"2735\"><strong data-start=\"2557\" data-end=\"2597\">Change the security architecture in Europe<\/strong> so that NATO does not \u00abencroach\u00bb on what Moscow considers its \u00absphere of influence\u00bb (Ukraine, Georgia, etc.).<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"2737\" data-end=\"2893\">And these very points, according to the leaks, are already partially built into the American project - so the Kremlin is not shouting \u00abvictory\u00bb but showing restrained satisfaction.<\/p>\n<hr data-start=\"2895\" data-end=\"2898\" \/>\n<h2 data-start=\"2900\" data-end=\"2978\">Propaganda and \u00abwarlords\u00bb: why the reaction is mixed, but generally positive<\/h2>\n<p data-start=\"2980\" data-end=\"3102\">The Russian propaganda space and some military commentators are reacting to the \u00abplan\u00bb with varying degrees of enthusiasm:<\/p>\n<ul data-start=\"3104\" data-end=\"3430\">\n<li data-start=\"3104\" data-end=\"3201\">\n<p data-start=\"3106\" data-end=\"3201\">Some call it <strong data-start=\"3127\" data-end=\"3153\">\u00abUkraine's surrender\u00bb<\/strong> and \u00aba victory for Moscow's strategic patience\u00bb.<\/p>\n<\/li>\n<li data-start=\"3202\" data-end=\"3430\">\n<p data-start=\"3204\" data-end=\"3430\">Others note that \u00absome points are unacceptable for Kyiv, but overall the document is realistic\u00bb, quoting sources who call the plan \u00aba mix of practical proposals with good intentions\u00bb.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"3432\" data-end=\"3473\">The key narrative of Russian propaganda:<\/p>\n<blockquote data-start=\"3475\" data-end=\"3598\">\n<p data-start=\"3477\" data-end=\"3598\">The West itself has recognised that Ukraine cannot win and is now trying to impose \u00abpeace\u00bb on it on terms similar to Russia's.<\/p>\n<\/blockquote>\n<p data-start=\"3600\" data-end=\"3629\">This allows the Kremlin to do so simultaneously:<\/p>\n<ul data-start=\"3631\" data-end=\"3894\">\n<li data-start=\"3631\" data-end=\"3710\">\n<p data-start=\"3633\" data-end=\"3710\"><strong data-start=\"3633\" data-end=\"3674\">demoralise Ukrainian society<\/strong>, emphasising the \u00abloneliness\u00bb of Kyiv;<\/p>\n<\/li>\n<li data-start=\"3711\" data-end=\"3790\">\n<p data-start=\"3713\" data-end=\"3790\">to put pressure on Europe, saying, \u00abThe US has already decided everything, you just have to agree\u00bb;<\/p>\n<\/li>\n<li data-start=\"3791\" data-end=\"3894\">\n<p data-start=\"3793\" data-end=\"3894\">to demonstrate to its domestic audience that \u00abRussia has withstood and forced the West to speak on its terms\u00bb.<\/p>\n<\/li>\n<\/ul>\n<hr data-start=\"3896\" data-end=\"3899\" \/>\n<h2 data-start=\"3901\" data-end=\"3948\">How the Russian military establishment is reacting<\/h2>\n<p data-start=\"3950\" data-end=\"4036\">Cautious optimism is evident among military observers and some power elites:<\/p>\n<ol data-start=\"4038\" data-end=\"4780\">\n<li data-start=\"4038\" data-end=\"4317\">\n<p data-start=\"4041\" data-end=\"4317\"><strong data-start=\"4041\" data-end=\"4093\">Army gets rest and time to regroup<\/strong><br data-start=\"4093\" data-end=\"4096\" \/>The cessation of active hostilities on lines favourable to Moscow allows for this:<br data-start=\"4170\" data-end=\"4173\" \/>- to preserve the acquired territories;<br data-start=\"4211\" data-end=\"4214\" \/>- to free up resources to rebuild the army;<br data-start=\"4259\" data-end=\"4262\" \/>- prepare for a long-term confrontation with NATO.<\/p>\n<\/li>\n<li data-start=\"4319\" data-end=\"4562\">\n<p data-start=\"4322\" data-end=\"4562\"><strong data-start=\"4322\" data-end=\"4368\">Ukraine is being \u00abdisarmed by a treaty\u00bb<\/strong><br data-start=\"4368\" data-end=\"4371\" \/>Restricting the Armed Forces and banning powerful long-range systems is something that Russia could not achieve on the battlefield, but can get at the negotiating table.<\/p>\n<\/li>\n<li data-start=\"4564\" data-end=\"4780\">\n<p data-start=\"4567\" data-end=\"4780\"><strong data-start=\"4567\" data-end=\"4604\">Room for revenge in the future<\/strong><br data-start=\"4604\" data-end=\"4607\" \/>If the Ukrainian army is artificially limited and security mechanisms are diluted, the Kremlin will have the opportunity to <strong data-start=\"4716\" data-end=\"4738\">re-attack<\/strong> a few years later, from a better position.<\/p>\n<\/li>\n<\/ol>\n<hr data-start=\"4782\" data-end=\"4785\" \/>\n<h2 data-start=\"4787\" data-end=\"4859\">What threats does Moscow's \u00abpositive\u00bb reaction pose to Ukraine and the region?<\/h2>\n<h3 data-start=\"4861\" data-end=\"4908\">1. Dismantling European security<\/h3>\n<p data-start=\"5230\" data-end=\"5413\">Acceptance of a \u00abneutral Ukraine\u00bb devoid of real guarantees creates <strong data-start=\"5304\" data-end=\"5317\">grey area<\/strong> in the centre of the continent, which Russia will continue to see as a field of influence. This puts it at risk:<\/p>\n<ul data-start=\"5415\" data-end=\"5673\">\n<li data-start=\"5415\" data-end=\"5451\">\n<p data-start=\"5417\" data-end=\"5451\">Eastern Europe and the Baltic States;<\/p>\n<\/li>\n<li data-start=\"5452\" data-end=\"5507\">\n<p data-start=\"5454\" data-end=\"5507\">trust in NATO as a collective security structure;<\/p>\n<\/li>\n<li data-start=\"5508\" data-end=\"5673\">\n<p data-start=\"5510\" data-end=\"5673\">the unity of the EU, which is already demanding a seat at the negotiating table and warning of the dangers of unilateral decisions by the US and Russia.<\/p>\n<\/li>\n<\/ul>\n<h3 data-start=\"5675\" data-end=\"5714\">3. Internal destabilisation of Ukraine<\/h3>\n<p data-start=\"5716\" data-end=\"5851\">For Ukrainian society, any attempt to legalise the loss of territory and limit the army will look like <strong data-start=\"5823\" data-end=\"5832\">betrayal<\/strong>, The company's business is a risky business:<\/p>\n<ul data-start=\"5853\" data-end=\"5964\">\n<li data-start=\"5853\" data-end=\"5882\">\n<p data-start=\"5855\" data-end=\"5882\">political crisis in Kyiv;<\/p>\n<\/li>\n<li data-start=\"5883\" data-end=\"5918\">\n<p data-start=\"5885\" data-end=\"5918\">the rise of radical sentiment;<\/p>\n<\/li>\n<li data-start=\"5919\" data-end=\"5964\">\n<p data-start=\"5921\" data-end=\"5964\">weakening trust in the government and partners.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"5966\" data-end=\"6064\">This is perfectly in line with the interests of Russia, which has been investing in destabilising Ukraine from within for years.<\/p>\n<h3 data-start=\"6066\" data-end=\"6098\">4. 4. The split between the US and Europe<\/h3>\n<p data-start=\"6100\" data-end=\"6263\">European capitals are already publicly expressing dissatisfaction with the format, when the plan is developed behind the backs of Kyiv and Brussels.<\/p>\n<p data-start=\"6265\" data-end=\"6284\">This is a chance for the Kremlin:<\/p>\n<ul data-start=\"6286\" data-end=\"6504\">\n<li data-start=\"6286\" data-end=\"6328\">\n<p data-start=\"6288\" data-end=\"6328\">deepen <strong data-start=\"6298\" data-end=\"6325\">transatlantic split<\/strong>;<\/p>\n<\/li>\n<li data-start=\"6329\" data-end=\"6411\">\n<p data-start=\"6331\" data-end=\"6411\">to reinforce the narrative of a \u00abdecaying West that cannot agree with itself\u00bb;<\/p>\n<\/li>\n<li data-start=\"6412\" data-end=\"6504\">\n<p data-start=\"6414\" data-end=\"6504\">to build bilateral agreements with individual European capitals, bypassing the common policy.<\/p>\n<\/li>\n<\/ul>\n<hr data-start=\"6506\" data-end=\"6509\" \/>\n<h2 data-start=\"6511\" data-end=\"6579\">Why it is critical for Ukraine not to let the Kremlin \u00abwin by peace\u00bb<\/h2>\n<p data-start=\"6581\" data-end=\"6622\">Ukraine is caught between two extremes:<\/p>\n<ul data-start=\"6624\" data-end=\"6862\">\n<li data-start=\"6624\" data-end=\"6703\">\n<p data-start=\"6626\" data-end=\"6703\"><strong data-start=\"6626\" data-end=\"6669\">risk of losing a key partner (USA)<\/strong> in the short term;<\/p>\n<\/li>\n<li data-start=\"6704\" data-end=\"6862\">\n<p data-start=\"6706\" data-end=\"6862\"><strong data-start=\"6706\" data-end=\"6757\">risk of losing state subjectivity and dignity<\/strong> in the long run, if you agree to bondage conditions.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"6864\" data-end=\"6914\">The main conclusions that emerge from Moscow's reaction:<\/p>\n<ol data-start=\"6916\" data-end=\"7328\">\n<li data-start=\"6916\" data-end=\"7025\">\n<p data-start=\"6919\" data-end=\"7025\">If the Kremlin is generally satisfied with the logic of the plan, then, <strong data-start=\"6975\" data-end=\"7022\">it provides strategic advantages for russia<\/strong>.<\/p>\n<\/li>\n<li data-start=\"7026\" data-end=\"7215\">\n<p data-start=\"7029\" data-end=\"7215\">Any fair peace agreement cannot be built on:<br data-start=\"7084\" data-end=\"7087\" \/>- recognition of annexations;<br data-start=\"7109\" data-end=\"7112\" \/>- Forced disarmament of the victim of aggression;<br data-start=\"7156\" data-end=\"7159\" \/>- Ukraine's exclusion from the collective security system.<\/p>\n<\/li>\n<li data-start=\"7216\" data-end=\"7328\">\n<p data-start=\"7219\" data-end=\"7328\">Ukraine and Europe need to <strong data-start=\"7246\" data-end=\"7287\">actively form their own alternative<\/strong>, We are not just reacting to other people's initiatives.<\/p>\n<\/li>\n<\/ol>\n<hr data-start=\"7330\" data-end=\"7333\" \/>\n<h2 data-start=\"7335\" data-end=\"7346\">Conclusion.<\/h2>\n<p data-start=\"7348\" data-end=\"7551\">The positive signals coming from Moscow about the US \u00abpeace plan\u00bb are not about peace, but about <strong data-start=\"7450\" data-end=\"7487\">legitimising the results of aggression<\/strong> and an attempt to consolidate a new security architecture favourable to the Kremlin.<\/p>\n<p data-start=\"7553\" data-end=\"7727\">For Ukraine and the region, the main challenge now is not only to defend the territories, but also to <strong data-start=\"7632\" data-end=\"7688\">Do not allow \u201cpeace\u201d to be turned into an instrument of defeat<\/strong>, The company's business is based on the text of an international
