The construction is being financed mainly by Russian loans, so sanctions barriers have effectively blocked the flow of funds.<\/p>\n<h3 data-start=\"1156\" data-end=\"1173\">US position<\/h3>\n<p data-start=\"1174\" data-end=\"1381\">According to Reuters, Washington decided to grant the exemption to avoid <strong data-start=\"1240\" data-end=\"1271\">complete freezing of the project<\/strong>, but retained the ban on any other transactions with sanctioned banks and non-nuclear power plant entities.<\/p>\n<p data-start=\"1383\" data-end=\"1489\">US officials emphasised that the licence is
