Verkhovna Rada fails to vote for IMF and EU tax initiatives worth $8bn<\/h2>\n

Verkhovna Rada of Ukraine did not support a number of bills<\/strong>, necessary to fulfil obligations to The European Union and the International Monetary Fund<\/strong> as part of financial assistance for $8 billion<\/strong>.<\/p>\n

These initiatives included Increasing the tax burden, strengthening financial monitoring and measures against the shadow economy<\/strong>.<\/p>\n

Voting results<\/h3>\n

Parliament not enough votes<\/strong>, to include the relevant draft laws on the agenda. As a result of the voting, decisions on several documents were not adopted.<\/p>\n

In particular, it failed:<\/p>\n

    draft law \u211614025<\/strong> - 113 deputies voted in favour;<\/p>\n<\/li>\n

  • \n

    draft law \u211614067<\/strong> - 161 votes in favour;<\/p>\n<\/li>\n

  • \n

    draft law \u211613620<\/strong> - 146 votes in favour.<\/p>\n<\/li>\n<\/ul>\n

    In all cases, the decision was not made due to insufficient votes.<\/p>\n

    What the initiatives envisaged<\/h3>\n

    The submitted draft laws included provisions on:<\/p>\n

      \n
    • \n

      Increase in certain taxes<\/strong>;<\/p>\n<\/li>\n

    • \n

      strengthening control over financial transactions<\/strong>;<\/p>\n<\/li>\n

    • \n

      limiting the shadow economy<\/strong>;<\/p>\n<\/li>\n

    • \n

      execution IMF and EU structural beacons<\/strong>.<\/p>\n<\/li>\n<\/ul>\n

      Other initiatives included a proposal to introduce taxation of online trading<\/strong>, including transactions on platforms such as OLX<\/strong>.<\/p>\n

      Context.<\/h3>\n

      Ukraine is part of the EU's macro-financial support programme and the IMF's Extended Fund Facility. Compliance with tax and regulatory obligations is a condition for Receiving the next tranches of international assistance<\/strong>.<\/p>\n
