The relevant draft has been published for public discussion.<\/p>\n<h3 data-start=\"602\" data-end=\"637\">Legalisation of self-employed drivers<\/h3>\n<p data-start=\"639\" data-end=\"793\">The project introduces a new concept - the <strong data-start=\"673\" data-end=\"702\">\u00abself-employed carrier\u00bb<\/strong>. We are talking about an individual <strong data-start=\"730\" data-end=\"749\">without the status of an individual entrepreneur<\/strong>, which will be able to legally provide taxi services.<\/p>\n<p data-start=\"795\" data-end=\"825\">Instead of licences, it is proposed:<\/p>\n<ul data-start=\"826\" data-end=\"1007\">\n<li data-start=\"826\" data-end=\"875\">\n<p data-start=\"828\" data-end=\"875\">introduce <strong data-start=\"840\" data-end=\"874\">paid electronic certificate<\/strong>;<\/p>\n<\/li>\n<li data-start=\"876\" data-end=\"925\">\n<p data-start=\"878\" data-end=\"925\">Cost -. <strong data-start=\"889\" data-end=\"924\">1 subsistence minimum for 2 years<\/strong>;<\/p>\n<\/li>\n<li data-start=\"926\" data-end=\"1007\">\n<p data-start=\"928\" data-end=\"1007\">work is allowed <strong data-start=\"948\" data-end=\"984\">exclusively through digital platforms<\/strong> (mobile applications).<\/p>\n<\/li>\n<\/ul>\n<h3 data-start=\"1009\" data-end=\"1029\">Requirements for drivers<\/h3>\n<p data-start=\"1031\" data-end=\"1086\">To be eligible to carry passengers, a driver must:<\/p>\n<ul data-start=\"1087\" data-end=\"1305\">\n<li data-start=\"1087\" data-end=\"1114\">\n<p data-start=\"1089\" data-end=\"1114\">be <strong data-start=\"1094\" data-end=\"1113\">over 20 years old<\/strong>;<\/p>\n<\/li>\n<li data-start=\"1115\" data-end=\"1185\">\n<p data-start=\"1117\" data-end=\"1185\">have a driving licence of the category <strong data-start=\"1150\" data-end=\"1157\">\u00abB\u00bb<\/strong> with experience <strong data-start=\"1168\" data-end=\"1184\">more than 2 years<\/strong>;<\/p>\n<\/li>\n<li data-start=\"1186\" data-end=\"1224\">\n<p data-start=\"1188\" data-end=\"1224\"><strong data-start=\"1188\" data-end=\"1223\">undergo an annual medical examination<\/strong>;<\/p>\n<\/li>\n<li data-start=\"1225\" data-end=\"1250\">\n<p data-start=\"1227\" data-end=\"1250\"><strong data-start=\"1227\" data-end=\"1249\">have no criminal record<\/strong>;<\/p>\n<\/li>\n<li data-start=\"1251\" data-end=\"1305\">\n<p data-start=\"1253\" data-end=\"1305\">mother <strong data-start=\"1258\" data-end=\"1288\">no more than 5 traffic fines<\/strong> over the past year.<\/p>\n<\/li>\n<\/ul>\n<h3 data-start=\"1307\" data-end=\"1338\">New responsibilities for platforms<\/h3>\n<p data-start=\"1340\" data-end=\"1401\">Online platforms such as <strong data-start=\"1367\" data-end=\"1388\">Uklon, Bolt, Uber<\/strong> will be obliged to:<\/p>\n<ul data-start=\"1402\" data-end=\"1651\">\n<li data-start=\"1402\" data-end=\"1474\">\n<p data-start=\"1404\" data-end=\"1474\">check the availability of drivers <strong data-start=\"1434\" data-end=\"1473\">insurance and transport rights<\/strong>;<\/p>\n<\/li>\n<li data-start=\"1475\" data-end=\"1563\">\n<p data-start=\"1477\" data-end=\"1563\">in the absence of insurance <strong data-start=\"1508\" data-end=\"1562\">insure the driver or disconnect him from the system<\/strong>;<\/p>\n<\/li>\n<li data-start=\"1564\" data-end=\"1651\">\n<p data-start=\"1566\" data-end=\"1651\">comply with the technical requirements, otherwise you will be sent to the <strong data-start=\"1617\" data-end=\"1650\">list of prohibited platforms<\/strong>.<\/p>\n<\/li>\n<\/ul>\n<h3 data-start=\"1653\" data-end=\"1682\">Changes for classic taxis<\/h3>\n<p data-start=\"1684\" data-end=\"1734\">For traditional carriers, it is provided:<\/p>\n<ul data-start=\"1735\" data-end=\"2035\">\n<li data-start=\"1735\" data-end=\"1775\">\n<p data-start=\"1737\" data-end=\"1775\"><strong data-start=\"1737\" data-end=\"1774\">hiring drivers exclusively on the staff<\/strong>;<\/p>\n<\/li>\n<li data-start=\"1776\" data-end=\"1815\">\n<p data-start=\"1778\" data-end=\"1815\">mandatory presence of <strong data-start=\"1800\" data-end=\"1814\">taximeter<\/strong>;<\/p>\n<\/li>\n<li data-start=\"1816\" data-end=\"1874\">\n<p data-start=\"1818\" data-end=\"1874\"><strong data-start=\"1818\" data-end=\"1849\">special taxi marking<\/strong> (permanent or magnetic);<\/p>\n<\/li>\n<li data-start=\"1875\" data-end=\"1963\">\n<p data-start=\"1877\" data-end=\"1963\"><strong data-start=\"1877\" data-end=\"1896\">QR code in the cabin<\/strong>, The passenger will be able to check the driver's data in the state database;<\/p>\n<\/li>\n<li data-start=\"1964\" data-end=\"2035\">\n<p data-start=\"1966\" data-end=\"2035\"><strong data-start=\"1966\" data-end=\"1989\">cancellation of licences<\/strong> for domestic and international taxi services.<\/p>\n<\/li>\n<\/ul>\n<h3 data-start=\"2037\" data-end=\"2060\">Penalties for violations<\/h3>\n<p data-start=\"2062\" data-end=\"2101\">The draft law provides for financial sanctions:<\/p>\n<ul data-start=\"2102\" data-end=\"2284\">\n<li data-start=\"2102\" data-end=\"2152\">\n<p data-start=\"2104\" data-end=\"2152\"><strong data-start=\"2104\" data-end=\"2117\">8 500 UAH<\/strong> - for connecting an illegal driver to the platform;<\/p>\n<\/li>\n<li data-start=\"2218\" data-end=\"2284\">\n<p data-start=\"2220\" data-end=\"2284\"><strong data-start=\"2220\" data-end=\"2234\">UAH 34,000<\/strong> - for the platform's failure to meet technical requirements.<\/p>\n<\/li>\n<\/ul>\n<h3 data-start=\"2286\" data-end=\"2297\">What's next<\/h3>\n<p data-start=\"2299\" data-end=\"2428\">For the new rules to come into force, <strong data-start=\"2333\" data-end=\"2378\">the project must be approved by the Verkhovna Rada<\/strong>.
