This was reported in the <strong data-start=\"330\" data-end=\"343\">Ukrenergo<\/strong>, explaining the situation by a shortage of capacity and significant damage to transmission and distribution networks.<\/p>\n<h3 data-start=\"440\" data-end=\"472\">Why outages persist<\/h3>\n<p data-start=\"474\" data-end=\"573\">According to power engineers, <strong data-start=\"497\" data-end=\"524\">nuclear generation is working<\/strong>, but it remains <strong data-start=\"544\" data-end=\"570\">partially unloaded<\/strong>.<\/p>\n<p data-start=\"575\" data-end=\"607\">At the same time, the key problems are:<\/p>\n<ul data-start=\"609\" data-end=\"753\">\n<li data-start=\"609\" data-end=\"657\">\n<p data-start=\"611\" data-end=\"657\">shortage of available capacity in the power system<\/p>\n<\/li>\n<li data-start=\"658\" data-end=\"711\">\n<p data-start=\"660\" data-end=\"711\">destruction of the electricity transmission infrastructure<\/p>\n<\/li>\n<li data-start=\"712\" data-end=\"753\">\n<p data-start=\"714\" data-end=\"753\">restrictions on the operation of distribution networks<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"755\" data-end=\"863\">These are the factors that prevent us from stabilising power supply and completely abandoning emergency schedules.<\/p>\n<h3 data-start=\"865\" data-end=\"887\">The situation in the regions<\/h3>\n<p data-start=\"889\" data-end=\"1038\">Due to the damage to networks caused by Russian attacks, most regions are forced to use <strong data-start=\"980\" data-end=\"1004\">emergency shutdowns<\/strong> to balance the power system.<\/p>\n<p data-start=\"1040\" data-end=\"1145\">The energy sector emphasises that infrastructure restoration is ongoing, but it will take time and additional resources.<\/p>\n<h3 data-start=\"1147\" data-end=\"1158\">Context.<\/h3>\n<p data-start=\"1160\" data-end=\"1245\">Ukraine's energy system has been under systemic attack since the beginning of the
