This was stated by the President of the European Commission <strong data-start=\"365\" data-end=\"388\">Ursula von der Leyen<\/strong>.<\/p>\n<p data-start=\"391\" data-end=\"546\">She quoted a Ukrainian expression:<br data-start=\"422\" data-end=\"425\" \/><em data-start=\"425\" data-end=\"462\">\u00abEither you change or you die\u00bb<\/em>,<br data-start=\"463\" data-end=\"466\" \/>stressing that this is the logic of transformation that the European Union should adopt.<\/p>\n<h2 data-start=\"548\" data-end=\"572\">What changes are we talking about<\/h2>\n<p data-start=\"574\" data-end=\"611\">According to von der Leyen, the EU needs:<\/p>\n<ul data-start=\"613\" data-end=\"852\">\n<li data-start=\"613\" data-end=\"673\">\n<p data-start=\"615\" data-end=\"673\"><strong data-start=\"615\" data-end=\"645\">strengthening defence capabilities<\/strong> and security mechanisms;<\/p>\n<\/li>\n<li data-start=\"674\" data-end=\"729\">\n<p data-start=\"676\" data-end=\"729\">faster <strong data-start=\"684\" data-end=\"705\">political decisions<\/strong> in crisis situations;<\/p>\n<\/li>\n<li data-start=\"730\" data-end=\"788\">\n<p data-start=\"732\" data-end=\"788\">deeper <strong data-start=\"740\" data-end=\"785\">economic and technological modernisation<\/strong>;<\/p>\n<\/li>\n<li data-start=\"789\" data-end=\"852\">\n<p data-start=\"791\" data-end=\"852\">bigger <strong data-start=\"799\" data-end=\"824\">unity of the Member States<\/strong> in the face of external threats.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"854\" data-end=\"975\">Such steps are seen as a response to Russia's war against Ukraine and the overall deterioration of the global security situation.<\/p>\n<h2 data-start=\"977\" data-end=\"1006\">Why this is important for Europe<\/h2>\n<p data-start=\"1008\" data-end=\"1073\">According to the head of the European Commission, without decisive reforms, the EU can:<\/p>\n<ul data-start=\"1075\" data-end=\"1209\">\n<li data-start=\"1075\" data-end=\"1112\">\n<p data-start=\"1077\" data-end=\"1112\">lose <strong data-start=\"1086\" data-end=\"1109\">geopolitical influence<\/strong>;<\/p>\n<\/li>\n<li data-start=\"1113\" data-end=\"1158\">\n<p data-start=\"1115\" data-end=\"1158\">fall behind in <strong data-start=\"1126\" data-end=\"1155\">technological competition<\/strong>;<\/p>\n<\/li>\n<li data-start=\"1159\" data-end=\"1209\">\n<p data-start=\"1161\" data-end=\"1209\">weaken the ability to <strong data-start=\"1181\" data-end=\"1208\">protect their own safety<\/strong>.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1211\" data-end=\"1274\">That is why, she stressed, the time for change is critically limited.<\/p>\n<h2 data-start=\"1276\" data-end=\"1287\">Context.<\/h2>\n<p data-start=\"1289\" data-end=\"1439\">The European Union is going through a period of large-scale transformation caused by the war in Ukraine, the energy crisis and growing global competition.<\/p>\n<p data-start=\"1441\" data-end=\"1581\">Calls for reforms and enhanced defence cooperation are increasingly being made by EU leaders as <strong
