Smelyansky<\/span><\/span><\/strong>.<\/p>\n<p data-start=\"451\" data-end=\"589\">According to him, the idea is to provide small amounts \u00abon credit\u00bb to cover basic needs if pension payments are temporarily insufficient.<\/p>\n<hr data-start=\"591\" data-end=\"594\" \/>\n<h3 data-start=\"596\" data-end=\"626\">How the mechanism can work<\/h3>\n<p data-start=\"628\" data-end=\"658\">We envisage a simple scheme:<\/p>\n<ul data-start=\"660\" data-end=\"813\">\n<li data-start=\"660\" data-end=\"712\">\n<p data-start=\"662\" data-end=\"712\">a postman buys the necessary goods for a data-end=\"813\">\n<p data-start=\"764\" data-end=\"813\">after receiving the pension, the person returns the funds.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"815\" data-end=\"910\">This approach should help the elderly receive the most basic necessities without delays between payments.<\/p>\n<hr data-start=\"912\" data-end=\"915\" \/>\n<h3 data-start=\"917\" data-end=\"941\">What is it for<\/h3>\n<p data-start=\"943\" data-end=\"1117\">The company notes that the initiative is aimed at supporting socially vulnerable citizens, for whom even a short-term lack of funds can create serious difficulties.<\/p>\n<p data-start=\"1119\" data-end=\"1265\">At the same time, experts point out the importance of transparent lending terms, the absence of hidden fees and clear regulation of such
