Rada adopts law on fast mobile internet
The Verkhovna Rada of Ukraine has adopted a law that modernises the rules for mobile operators and implements European standards ETSI to provide fast and stable internet.
Main changes
The new law changes the approach to assessing the quality of mobile communications in Ukraine. For the first time data transfer rate is defined as official indicator of service quality, This will allow the state to control the real parameters of operators' work.
It also provides:
crowdsourced monitoring - users will be able to check the quality of the signal on their own through special services;
national roaming - communication will remain available even in the event of accidents or damage to a particular operator's network;
unification of standards with EU countries to simplify international roaming and improve network security.
Transition to European standards
Ukraine officially switches to technical standards ETSI (European Telecommunications Standards Institute). This means that mobile operators need to gradually upgrade their systems to ensure that the quality of communication is comparable to that of EU countries.
According to the committee, the law will allow this:
accelerate the rollout of 5G networks;
improve coverage in rural areas;
create a single platform for monitoring the quality of the Internet across the country.
Context and meaning
The adoption of the document is part of a larger digital transformation plan to bring Ukraine closer to the European electronic communications market. The law also simplifies coordination between operators during emergencies and power outages.
