
Zelenskyy announces winter support package: fixed fares, free travel and help for the vulnerable
Volodymyr Zelenskyy said that the government is preparing winter support package, which will be launched as early as in December.
It will include the following programmes direct financial assistance Ukrainians - similar to last year's payments, which can be used for urgent needs.
«The first is direct support, like last year, which can be spent on the most urgent needs,» the President said.
A separate assistance programme will be aimed at The most vulnerable groups of the population - single elderly people, large families, residents of war zones and other categories.
Fixed tariffs for the winter
The President confirmed that gas and electricity prices for household consumers will remain unchanged.
«We will definitely maintain a fixed price for gas - no increases - as well as for electricity for household consumers,» Zelenskyy stressed.
UZ-3000 programme: free train journeys
On behalf of the President, Ukrzaliznytsia is preparing transport support programme - “UZ-3000”, which will allow every Ukrainian to travel 3,000 kilometres by rail for free within the country.
«Three thousand kilometres, so that everyone can choose free routes - Lviv-Kyiv, Kyiv-Dnipro or any other,» the Head of State explained.
The programme is currently being developed and will become part of the overall winter assistance package.
Medical programmes and cheques
The package will include expanded healthcare initiatives. The Ministry of Health is preparing to launch the programme cheques for adult citizens, that will allow everyone to undergo a free comprehensive examination from January 2026.
«The opportunity for every adult to pay more attention to their health should start working in January,» Zelensky added.
Implementation period
The President instructed the government to complete the preparation of the winter package by 15 November, to enable Ukrainians to take advantage of the new programmes from the beginning of winter.
