On 10 April 2026, the Notary Chamber of Ukraine officially appealed to the Verkhovna Rada to reconsider the concept of the draft law on real estate activities.

Official position of the Notary Chamber

Notary Chamber of Ukraine (NPU) today issued a statement demanding that the Verkhovna Rada revise the concept of the draft law on real estate activities. According to the organisation, the current version of the document needs to be revised.

The NPU's statement emphasises the need to take into account the position of the notary community when forming the legislative framework for the real estate services market.

Reasons for criticism of the draft law

The Notary Chamber points out that it has significant comments on the proposed concept of the draft law. The main emphasis is placed on the fact that the document may not take into account the interests of all market participants, including notaries.

The statement does not disclose details of specific points of criticism or alternative proposals.

Reaction of the Verkhovna Rada

As of today, the Verkhovna Rada has not officially responded to the appeal of the Notary Chamber. There is no information on further steps of the Parliament regarding this draft law.

The discussion on the regulation of the real estate services market is ongoing, and further updates are expected in the near future.
