Utility bills will be automatically recalculated after shelling

Ukraine will automatically recalculate utility bills for citizens who were left without heat or water due to Russian shelling of energy and critical infrastructure. This was announced by Prime Minister Yulia Sviridenko.

According to her, people should not have to pay for services that they did not actually receive during the supply disruptions.


The recount will be carried out without applications from citizens

The recalculation should be carried out by service providers and utilities themselves. Citizens do not need to submit additional applications or appeals.

We are talking about the period from from 1 January, and the changes should appear in payments as early as in February.

The decision applies to:

  • heat supply

  • water supply

  • household waste removal

In this way, the government is trying to compensate for the consequences of massive attacks on Ukraine's energy system, which led to prolonged blackouts in various regions.


Why the government made this decision

Due to the strikes on the energy infrastructure, thousands of Ukrainian families were left without basic utilities in the winter. Many cities experienced interruptions in heat, hot water and life support systems.

The Government emphasises that social protection of the population during the war remains a priority. That is why it was decided to automatic financial protection of consumers, to avoid overpayments in payments.


What this means for consumers

In fact, citizens will receive reduced amounts in invoices for the periods when services were not provided in full or were not available.

If the recalculation is not reflected in the bill, people are advised to contact their service provider or local government directly.


Context.

Since the start of Russia's full-scale war against Ukraine, the energy system has been regularly subjected to missile and drone attacks. This affects not only the electricity supply but also the operation of heating networks, water utilities and other utilities.

In response, the state is gradually introducing mechanisms to social compensation and financial protection of the population, to reduce economic pressure on citizens during the war.
