Subsidies for firewood and coal: who can get help from the state
Ukrainian households that do not have centralised heating, gas or electric heating can receive a state subsidy for the purchase of solid fuel, liquid heating oil and liquefied gas. This was reported by the Ministry of Social Policy of Ukraine.
The programme is aimed at supporting families who have to heat their homes with wood, coal or other alternative heat sources. The assistance is provided once a year, and its amount is determined individually depending on the family's income and living conditions.
Who is eligible for payment
They can receive such a subsidy:
Citizens of Ukraine;
foreigners and stateless persons legally residing in Ukraine.
The grounds for granting assistance are the absence of centralised heating, gas supply or electric heating in the dwelling.
How to apply
There are two ways to submit documents:
Offline:
through the service centres of the Pension Fund of Ukraine;
in local councils;
at administrative service centres.
Online:
through the Pension Fund's electronic services portal;
on the website of the Ministry of Social Policy;
in the Action app.
The application process requires an application form, an income statement and, if necessary, additional documents, such as a lease agreement or a certificate of income if the information is not available in state registers.
Additional support without subsidy
Ukrainians who do not receive a housing subsidy can buy firewood at reduced prices under the government programme. Delivery orders are available in a number of frontline and border regions, and the maximum purchase volume is up to 15 cubic metres of firewood per year.
Context.
The programme is designed to help households survive the heating season in the face of energy challenges and infrastructure damage caused by the war. The government is gradually expanding targeted support tools to reduce the financial burden on families using alternative heating sources.
