Defence Minister Fedorov unveils «war plan»

Minister of Defence of Ukraine Mikhail Fedorov has published a so-called «war plan» that defines three key objectives for countering Russian aggression.

The priority is to close the sky

The first task is to maximise the protection of civilians and critical infrastructure from air attacks.

According to the minister, Ukraine aims to reach a level where 100% air threats will be detected in real time, and at least 95% missiles and drones will be intercepted.

Stop the enemy in all domains

The second goal is to fully deter Russian forces on land, at sea and in cyberspace.

Fedorov stressed that the frontline is currently being held by the Ukrainian military, and the enemy is suffering significant losses. According to his estimates, the benchmark is the level of occupant losses of more than 200 people per square kilometre, an indicator at which further advancement becomes impossible.

A blow to the economic base of the war

The third direction is to deprive Russia of financial resources to wage war.

The minister stressed that the key source of funding is oil exports, which Russia carries out, in particular, through the so-called «shadow fleet». Cutting off these channels, he said, could dramatically reduce Moscow's ability to continue the war.

Ukraine is working every day to ensure that every day of the war becomes a threat to Russia's existence, Fedorov said.

Ukraine has been consistently promoting a multi-level strategy to counter Russia, combining military, technological and economic instruments. The published «war plan» reflects Kyiv's priorities against the backdrop of protracted hostilities.
