Callas says Russia gets more in negotiations than in war

High Representative of the European Union Kaya Kallas said that Russia is trying to get more during the negotiations than it was able to achieve directly on the battlefield.

According to her, any diplomatic agreements should take into account Moscow's responsibility for the damage caused to Ukraine as a result of a full-scale war.


Issues of liability and punishment

Callas stressed that Russia must pay for the destruction and losses caused by its aggression against Ukraine.

She also stressed that there can be no amnesty for war crimes, and that justice must remain a key element of any peace settlement.
