Mobile groups set up in Vinnytsia to serve summonses

Vinnytsia to create special mobile alert teams, who will serve summonses to citizens directly at their place of residence. The relevant order was signed by the mayor of the city. The groups will include representatives of the police, the territorial recruitment centre (TCC), starosta districts and local government officials.

Details of the city authorities' decision

According to the order, several alert groups are being set up in the city to work directly at the addresses of those liable for military service.

Each group consists of:

  • representative of the starosta;

  • Chief Specialist of the Mobilisation and Defence Department;

  • a representative of the district police department;

  • representative of the territorial recruitment and social support centre.

Such groups are empowered to notify citizens of their mobilisation obligation.

The document also provides for a mechanism of action if a citizen

  • absent from the place of residence;

  • refuses to receive a summons.

In such a situation, the representatives of the group are relevant act, after which the information is immediately submitted to the management.


How the summonses will be served

The mobile groups will work at specific addresses within the territorial community. The main goal is to ensure timely notification of citizens subject to mobilisation.

The procedure involves:

  1. departure of the group to the place of residence of the citizen;

  2. delivery of the summons for signature;

  3. recording the fact of a person's refusal or absence.

If a person is not at home, the fact of notification is documented in an act that can be used in further mobilisation procedures.


Context.

The signed order is based on the provisions of Ukrainian legislation, in particular:

  • Law of Ukraine «On mobilisation training and mobilisation»;

  • Law «On Local Self-Government in Ukraine».

The document also takes into account the decision of the executive committee of the city council to appoint persons authorised to serve summonses.

The strengthening of warning mechanisms is taking place against the backdrop of the ongoing war and the need to ensure the state's defence capability.
