Rada bans state posts without military service

The Verkhovna Rada passed a law allowing men to hold public office only after completing military service.

On 25 March, the Verkhovna Rada adopted a law that changes the procedure for men's access to public service. From now on, men will be able to apply for public office only after serving in the army. The law comes into force after being signed by the President.

New rules for civil servants

The Verkhovna Rada has approved a law restricting men's access to public office without military service. Now men will be able to hold public office only after completing their military service.

The law applies to all categories of civil service, including central and local authorities. Exceptions are possible only for persons who are medically unfit for service or have other grounds provided for by law.

Details of the adopted law

The document provides for:

  • military experience is required for male candidates;
  • checking that this criterion is met during the hiring process;
  • liability for violations of the law.

The law will come into force after being signed by the President of Ukraine and officially promulgated. For women and persons not subject to military service, the procedure for access to the civil service remains unchanged.

Context.

The law was adopted against the backdrop of the ongoing war in Ukraine and mobilisation measures. Previously, the issue of compulsory military service for civil servants was not regulated by a separate law.

The new rules are designed to strengthen defence capabilities and ensure an equal approach to civic duties.
