Ukraine is discussing legislative changes to increase fines for drivers. The new rules provide for severe penalties for drifting in the city, loud exhaust and lack of motor insurance. Some of the fines are planned to be levied automatically, without a police stop.
New fines: key initiatives
Ukraine is preparing changes to the rules for drivers with a significant increase in fines. For certain violations, the amount can reach UAH 34,000.
Among the key proposals:
- Drifting within the city limits - a fine of up to UAH 17,000
- Loud exhaust - up to UAH 34,000 for repeated violation
- Automatic control of motor insurance - a fine without a police stop
It is about strengthening responsibility for dangerous behaviour on the roads and disturbance of public peace.
Automatic insurance control
One of the key innovations is the automatic checking of motor third party liability insurance. The police get access to MTIBU databases.
It allows:
- see the availability of an insurance policy in real time
- record violations without stopping the driver
- automatically generate a fine
If the policy is not in the system, a fine can be issued instantly.
Current fines and possible changes
The following fines are currently being discussed:
- Speeding (+20 km/h) - UAH 340
- Excess (+50 km/h) - 1700 UAH
- No motor third party liability insurance - UAH 850
- Unfastened seat belt - 510 UAH
- Driving without a licence - UAH 425
- Management after deprivation of rights - UAH 20,400
The introduction of a penalty point system is also being discussed, but it is not yet in place.

The proposed changes indicate the government's intention to strengthen road control and reduce the number of violations. Drivers are advised to keep a close eye on the updates, as the new fines could have a significant impact on costs and liability.
